"...how the state can improve the health and development of Rhode Island’s youngest citizens." And thus the problem. It is not the job nor responsibility of the State to improve the "health and development" of anyone. If I understand the uncomfortable details, we need to discourage mentally ill, low income, uneducated young women from getting pregnant. Am I wrong?
