Untold billions over the years into a black hole. Now, we have an outfit known as "Campaign for Grade Level Reading", the United Way, Kids Count, and RI Dept. of Education collectively concluding that it would be really cool if third graders knew how to read. It's time that we acknowledged this noble experiment in government-run education has been a profound failure and start from scratch.
