Did Secretary Clinton or Secretary Kerry accomplish anything? They fit your criteria but were/are abject failures. As for Tillerson, he has been recommended by former Director of the CIA Gates, former secretary Rice, and former secreatry Baker. I guess they might know his 'fit' better than you. As for education secretary, nothing has been done in the last two administration that has served our students. So why not someone who champions charter schools be tapped?
