Well stated, Mathew. The need for a federal examination of the planning process for this airport will not be affected one way or the other by the current challenge to the Record of Decision (ROD) continuing forward, or being dropped upon reaching some agreements with the Airport Corporation. There are too many issues remaining outside the scope of the Record of Decision (ROD) that would still need to be addressed.

These include many of the concerns you express in your letter.

Rest assured, we have not reached the point of no return. Larger issues than those found in the ROD remain unaddressed, and will still be there even if the City Council elects to drop its legal challenge after gaining some benefits for the citizens. Alas for Ms. Raimondo, even if the City Council drops its legal challenge to the ROD, it will not be enough to "get it done".
