The fire code upgrades should not be financed/budgeted through the operating budget. If we have $3.5 million dollars in available funds that interest is being paid on, that should be the source of the upgrade financing. The School Business Officer(and maybe the Superintendent?) are trying to play games with the annual school budget(maintenance of effort requirement). The School Dept. & School Committee need to address the forthcoming drop in student population/enrollment resulting from the airport expansion that's likely to occur(what schools will close, what programs/funds/staff will be cut & reduced).
