Let's face it, virtually every teacher evaluation system in any state has been deemed "unfair" by the union. In what other industry is 'seniority' the be-all of termination. Job performance is always the criteria, But if the union can undermine any and all attempts at evaluating job performance, things revert back to seniority.

"Warwick School Committee Chairwoman Beth Furtado, Superintendent Richard D’Agostino and school human resources director Rosemary Healey did not return calls." Such professional courage. These are your leaders, folks.
