Wouldn't it have made more sense to have begun sharing the burden between all the taxpayers from the very beginning. Those who had sewers put in early had (sometimes) much lower construction costs. The people that have been waiting are going to end up paying much more. I paid my assessment off because the interest rates they negotiated were too high. It seems we all could have shared an equal burden. And any homes or business's that aren't going to ever be able to connect could have gotten a waiver. Did the powers that be think the cost of construction was going to remain at 1998 rates forever.
