SteveD, Tax revenue should be increased through economic growth and appreciation of property values. Even you have to admit controlling runaway pension obligations by not giving raises to current employees is hardly sound policy. Are the taxpayers going to end up paying through the nose 20 years from now because Avedisian promised benefits in the future.
