Don't bother wasting too much time-yours or anyone else's. A projected deficit of $140 million in the next State budget year(7/1/14-6/30/15). Significant reduction in state revenues is this smallest problem. The problem would be CASH FLOW; RI wouldn't have the necessary funding to operate. The turnaround time to obtain whatever benefit the State budget would receive through increased jobs, additional sales & income tax revenue would take too long.

Here's a thought- propose a 1/2% sales tax reduction effective 1/1/15(to 6.5 %) & an additional 1/2 % sales tax reduction effective 7/1/15(to 6 %); permanently extend the sales tax exclusion on wine & spirits(and add beer, etc.); the State could manage/study the affect these reductions would have on the overall State budget with a minimal effect on CURRENT state revenue receipts.
