Dr. Driver hits on all cylinders, but allow me to add. By institutionally (and predictably) lowering expectations, we send a message that RI's public school students are simply not as capable as those in other economically competitive states. To wit, RI now boasts the second lowest SAT scores of the six New England states, as well as the second lowest median adult education level. The result: RI has, by far, the highest unemployment rate of the six New England states, a stagnant economy that remains hostile to business, and a confiscatory tax structure designed to supplement it's under-educated workforce. Reducing expectations of our young people serves only to exacerbate an already dismal scenario. However, if the General Assembly wishes to further it's objective of broad government dependency, it has succeeded brilliantly.
