"Think of the Cape Cod Canal as a big river… a river that changes direction with the tide, with up to a seven knot current, with lots of structure and lots a bait." said Chris Parisi, Cape Cod Cannel striped bass fishing expert. Chris is former owner of Badfish Outfitters, Falmouth, MA and is with Fish Whisper Guide Service. He is also the writer of the Buzzards Bay Insider Report for On The Water magazine. In season the Canal is a striped bass highway. Chris often travels form spot to spot all along the Canal on his bicycle… not an ordinary bicycle but a fishing bike designed to fit all the tackle, gear and rods he needs to catch big striped bass. Chris spoke last week at the Rhode Island Saltwater Anglers Association's March meeting to a full house and he was great. I know when I want to fish the Canal, I plan to give him a call. He can be reached at email@example.com or call him at 508.548.4705, ex. 259. Sorry boaters, fishing on the Cape Cod Canal with a vessel is not allowed.
Summer flounder (fluke) hearing
The RI DEM Division of Fish & Wildlife will hold a hearing to gather public comment on Draft Addendum XXIV to the Summer Flounder Fishery Management Plan of the Atlantic States Marine Fisheries Commission (ASMFC) on Monday, April 8, 6:00 p.m. at the URI Graduate School of Oceanography, Corless Auditorium, South Ferry Road, Narragansett, RI.
The Massachusetts Division of Marine Fisheries will host a similar meeting on April 11, 2013, 5:30 p.m. at the Jonathan Bourne Public Library, 19 Sandwich Road, Bourne, Mass.
The Draft Addendum proposes to stabilize 2013 recreational fishing rules for summer flounder close to those that existed in 2012 partly to minimize the reductions facing two states (e.g., New York and New Jersey) and partly to allow for the more equitable distribution of fishing opportunities in the 2013 season. The proposed approach is intended to allow states to capitalize on harvest opportunities that are foregone by states that choose not to fully utilize their 2013 harvest target.
Fishermen and other interested groups are encouraged to provide input on the Draft Addendum either by attending the public hearing or providing written comment. Draft Addendum is available at www.asmfc.org. Public comment will be accepted until 5:00 PM (EST) on April 12, 2013 and should be forwarded to Toni Kerns firstname.lastname@example.org , ISFMP Director, at 1050 N. Highland St., Suite 200 A-N, Arlington, VA 22201; 703.842.0741 (FAX) or email@example.com (Subject line: Summer Flounder).

NOAA announces new management measures
for ground fish
NOAA Fisheries announced new management measures for groundfish last week. Measures include recommendations by the New England Fishery Management Council and a joint US/Canada management body, for catch limits for fishing years 2013-2015 for Northeast groundfish stocks.
Substantial reductions are proposed for both Gulf of Maine and Georges Bank cod and six other stocks. Catch limit increases are being proposed for several other stocks including healthy redfish and pollock. They are also proposing to allow some fishing on Southern New England/
Mid-Atlantic winter flounder in 2013, but at levels that will continue to prevent overfishing. According to Council analysis, access to winter flounder should generate an estimated $5.4 million in additional ex-vessel revenue for the fishery.
To learn more about proposed measures and how to provide public comments on these proposed measures visit nero.noaa.gov . The deadline for submitting public comments is April 15, 2013.
