The city filled at least 19 summer laborer jobs, some with family members of city employees, without advertising the positions.

William DePasquale, city planner and acting chief of staff, confirmed yesterday that the jobs had been filled without notice.

Mayor Scott Avedisian said the city previously held a lottery for summer jobs, but when the numbers of applicants dropped, so did the program. Going forward, he said, the jobs would be advertised.

“Basically, [the city] called people who had been there before and wanted to come back,” Avedisian said yesterday.

The mayor followed up with a list of all summer employees other than lifeguards, indicating those who are relatives of city employees. Of the 19 summer jobs, seven are related to city employees.

DePasquale said he first learned of the situation when the administration responded to a request for information from Stacia Huyler, who ran in the 2014 Republican primary for mayor against Avedisian. Huyler remains active in community affairs and posts actively on her own Facebook page, Stacia for a new direction in Warwick, RI, and on Warwick WATCH.

In response to Huyler, city personnel director Jane Jordan said there is no documentation showing the jobs for the beach cleanup crews were posted or advertised. Huyler did not question the relationship of the summer employees to active city workers.

That question was raised in a call to the Warwick Beacon from Rob Cote, a community activist who instigated the “car tax revolt” that challenged the means for valuating motor vehicles for property tax purposes. Cote said he learned seven of the Department of Public Works summer workers were relatives of current employees, and that he planned to complain to the administration.

DePasquale was disheartened that the jobs had not been advertised.

“Past experience was used,” he said of the system to recruit applicants, “but that doesn’t make it right. Everybody should be eligible…as long as I’m here, the jobs should be advertised.”

He also said selection should not be based solely on past experience and that the city needs to develop criteria for the jobs. DePasquale also reasoned that relationship to a current city employee shouldn’t disqualify a candidate.

Summer employees fall into three board categories that include lifeguards, the beach cleanup crew and those who augment the pickup crews for yard waste collections.

The mayor said the beach crew, referred to as Oscar, concentrates most of its time at Oakland Beach, although its members also clean up other city beaches. Especially problematic is litter at the Oakland Beach seawall.

Trash has been a nemesis for Ward 6 Councilwoman and City Council President Donna Travis. She had not heard, either, about the relationship of some summer workers to city employees or the fact that the job hadn’t been posted.

“I’m just glad they’re there,” she said.

Travis and Avedisian differ on how to control the problem. Travis believes the trash would be reduced greatly if the city resumed charging a beach fee. Avedisian has favored eliminating beach fees and utilizing crews to address trash issues.

Avedisian said when started, the summer job lottery had scores of applicants and the city was able to select both employees and alternates. As the number of applicants dropped, it got to the point about three or four years ago that virtually all those submitting an application got a job, the mayor said.

He pointed out one of the most difficult positions to fill is lifeguard. Not only do lifeguards require certification, but Avedisian said the city also frequently finds it difficult to get applicants to commit to the whole summer.

The mayor also noted that the summer job program has been scaled back as federal funding for some aspects of the program, such as Oscar, now goes to non-profits like the Comprehensive Community Action Program (CCAP). He said that CCAP also has a beach cleanup crew that visits Oakland Beach and cleanups between the two crews are coordinated.

The list provided by the mayor named those hired as well as those not hired for a summer job. Some of those not hired were also identified as being related to city workers. The list contained the name of one non-Warwick resident. It did not have the names of lifeguards.

Summer laborers are paid $9 an hour.

    In light of what just happened in Woonsocket with the Mayor hiring her son and friends for summer jobs it should have been obvious to post the jobs. The people that were hired would probably gotten the jobs without the black eye for the administration.

    Posting all city jobs so the public can apply is standard protocol, just like having open meetings and not behind closed doors. What else will this administration try to get away with? I guess laws and rules don't apply when you run a city. It's time to get new people in our city government 15 years of nonsense is long enough.

    The Mayor & City Council complain when the School Dept. doesn't follow required procedures(for school consolidation or selection of School Superintendent) but when they don't follow it, they brush aside any criticism as being too picky(Pension Committee meetings without proper public notice or selection of a Finance position bypassed by Council Chairperson Travis & Councilwoman Vella-Wilkinson). ALL City officials need/should follow proper procedures; it's past time for excuse making.

    Wow! Truly amazing that town officials could just hire anyone they want without due process of opportunity to others that are required to apply for three jobs per week while collecting unemployment compensation. Job searching alone is a full time job! If top officials at city hall had BIG ONES, they can create new openings by firing the people that made the decisions to hire without a job posting. Start by firing the HR Director and work your way through the HR department. That will open up some additional positions "that should be posted." Stupid. Learn from mistakes in Woonsocket.

    As far as the clean up issues at Oakland Beach, remove the trash receptacles. Visitors should be responsible for cleaning up after themselves like most beach goers do at Scarborough. Most of the trash is coming from Iggy customers anyway. Is Iggy's management doing anything to partner with the city to improve clean up efforts? Charge Iggy's a clean up each day. Hell...they should be partnering with the city regardless to make Oakland Beach one of the cleanest beach in the state, but it's one of the dirtiest. Teamwork folks and save tax payers money. Nothing stupid like the town officials hiring people without posting jobs.

    Well first of all, Nick is fine. I don't need to hide behind a code name like some other folks here. Second, in what way am I guilty? Did I hire them? I don't think you know enough about me, or my track record to assume what I should and shouldn't be accountable for. I was a laborer for the city for 8 years. I did my very best to serve you, the taxpayers, as I paid taxes as well, and I like to think I served with great distinction. No one forced me to leave, I wasn't fired or laid off, I left voluntarily to pursue other goals, and I've not regretted it once since then. You think you have it all figured out, but you don't. People need to stop painting all city employees with the same brush.

    Let me understand this......we have 4 members of the city council ......Vella-wilkinson, Travis, Usler and Ladoceur calling for a vote of no confidence in the scholl dept. that the have no control over but jobs are filled with no postings, fire dept overtime is out of control and open meeting violations are been issued almost everyday on the city side that they have direct control.

    Let's have a vote of no confidence in Vella-Wilkinson, Travis, Usler and Ladoceur. They need to be replaced on the council.

I don't doubt you served this city well, my point was if you worked with these kids and they were " useless" perhaps you could've done more to address the problem. I support people who work for this city, and the services provided, which is why I took offense to you ripping 16 year old kids as useless.

    Seriously, what difference does it make? They would have "Posted" the Jobs and the same nepotism would have taken place anyway with the same bunch of ASS-HATS getting the jobs.

    Maybe you would have felt better if it APPEARED to be above board, but we all know what would have went on anyway. Don't we? How about a NO RELATIVES policy? The only way to stop this crap, is to make it illegal for anyone to be a relative of a politician or city worker. YEAH, like that will ever happen.....

    Sir or Madam, I've read many of your comments on many articles on this website in the past, and my intention is not to offend you. I believe I AM very justified in referring to 16 year-old kids as useless, as it relates to performing the duties of a laborer in the Highway Division. Point of order, I believe one has to be 17 in order to qualify for summer employment with the City of Warwick. Are they useless with regards to employment elsewhere? Absolutely not. There are plenty of places in the Warwick Mall they could work. My first job when I was 16 was at Walgreens, as a matter of fact. And it wasn't a summer job either. I did it year-round while I was in school. Very few of them have the work ethic or the physical capabilities to perform the grueling labor that is expected of them at that age, which is why many of them go home after the first day, and don't come back. Trust me, I know. Maybe parents should be held accountable for why their kids don't seem to appreciate having a job. While folks are up in arms about exactly WHO is hired, my personal point of view is now, and has always been, to do away with this program entirely. It never benefited me a bit, or got me off the back of a yard waste truck during the summer, and there were days when I could work just as fast, if not faster than TWO summer kids. I'll not be commenting again. Please move on.

    where is the nepotism in that list? hard to tell. there are three denoncour's for example, but they may not be related, or may have applied and been hired perfectly legit... also, at many private companies, family and friends are referred by each other and even paid a 'referral bonus' for bringing in a qualified applicant. when such a referred person is hired, should every other applicant protest simply because they were related (and referred)?

    I was hired by the city of Warwick as an outsider almost 25 years ago. The upheaval that this caused within the city of Warwick fire department was insane. It was not possible for a person to get a plum city job without having a political sponsor. How I was hired is still a point of contention within the department. This corruption can only exist with a compliant union from which political promotions and political hiring are par for the course. Having to complain about being harassed for nothing more than applying for and getting a city job by ordinary means is rather disheartening, being treated as a terrorist and enemy of the City of Warwick and local 2748 for legal and patriotic activities (complaining) is nothing short of warfare. My reputation was sullied continuously and with vengeance. 18 years ago it was common knowledge that I was suicidal or homicidal or some combination of both, though I have never had the slightest desire to harm myself in any way at any time in the whole of my life and aside from hitting someone back, you will have great difficulty finding another person I have harmed in the whole of my life and not one in my adult life. I was, at the time, going through a divorce and raising two children as a single parent, after surviving a couple of years of intense treatment for the stage 4 cancer my 2 year old child suddenly developed. You see, firefighting is stressful so the city does not acknowledge stress in firefighters, it is part of the job, is the official union position for me. Since stress does not exist, I am mentally ill. This is true because, at the very end of the divorce that kept me in my home with my children, I was told that I had to quit the fire department or be fired and I never found out whaty it was I was going to be fired for. That night I went to KCMH because I had had enough of it. Not of my life, but the treatment I was receiving from politically appointed thugs. Those thugs showed up at the hospital, talked to a doctor about me before I did and left before I did. I left the hospital of my own accord, I met a battalion chief and hande3d him every bit of information the hospital gave me, it did not say I was crazy, but in the city of Warwick and its corrupt union, the chief wins. so now I am crazy too. The city of Warwick Warwick is a wholly corrupt place. The person who was supposed to get my job was a good softball player, a good friend to many firefighters, many of whom celebrated his great victory in becoming the number one spot on the City of Warwick fire department new promotional list that was going to be made public the very next day, oops, found his way to another city job from which he received great praise from the fire chief that was unable to hire him and was eventually charged with some sort of corrupt illegal activities, not any false charges like domestic terrorism that have been levied against me in some form or another by the City of Warwick fire department and its union over the last 25 years, but more organized crime in nature.

    If you want a nice city job, all you have to do is know what job will be available, when it will be available and what the criteria for employment is before anyone else. The part of this process that keeps family and friends running the city as a personal business is the advanced or sole knowledge that the city has a job for a citizen, and what one needs to qualify.

    It is nice when you advertise but wouldn't it be more fair for the other citizens that the government is supposed to serve to have the same timely opportunity as "made members" of the family?
