Kathleen Usler, who won the Ward 7 Democratic primary when she beat incumbent Charles Donovan Jr. and will become the new councilwoman since she does not face an opponent in the General Election, attended Monday’s council meeting as an observer. She picked a relatively good night for orientation, as the meeting moved relatively quickly and adjourned before 9 p.m. Frequently the meetings that start at 7 run longer and have been known to go on for five hours.
