There was a Christmas theme to Tuesday’s inauguration of Mayor Scott Avedisian, the nine-member City Council and three members of the School Committee.

First, it was Armenian Christmas, as the audience attending at the Ocean State Theatre on Jefferson Boulevard learned from The Very Reverend Gomidas Baghsarian, archpriest and pastor of Sts. Vartanantz Armenian Apostolic Church. Second, Avedisian had a lot of good news about recent and planned developments that will mean jobs and opportunities for the city.

Much of the mayor’s speech focused on those developments, as well as the accolades the city, its departments and directors received in the past year.

Looking ahead, he forecast more development, such as the 112-bed Tollgate Hill Farms assisted living facility planned for Toll Gate Road and the added momentum for City Centre Warwick as “fertile ground” for foreign trade, high-value manufacturing, distribution services and the health care, educational services, financial and biotechnology industries.

With so much development, he sees an end to the recession and an opportunity for the city to focus on its infrastructure and schools.

“During the recession, we had to tighten our belts and rein in spending. Now we must commit resources for capital equipment, police, fire, public works and our roadways,” he said.

Applause greeted his commitment to revive summer recreational programs and that “all residents deserve to live in safe, thriving neighborhoods.” He said the city must address the issue of foreclosed homes and abandoned properties.

Avedisian selected the theatre because of its proximity to City Centre and to put the spotlight on its future. Architectural renderings of the announced $75 million in developments at the former Leviton property; soon to be announced redevelopment of the Pontiac Mill for housing; the Apponaug Circulator under construction; and the $25 million boutique hotel planned for Apponaug were displayed on easels in the theatre lobby. To highlight the connectivity of the intermodal zone to highway, rail and air modes of transportation, the mayor, with Ray Studley, RIPTA’s CEO, City Council President Donna Travis and interim chief of staff and city planner William DePasquale, caught a regularly scheduled RIPTA bus across from the Interlink to arrive at the theatre. It put them at the theatre with more than an hour to spare.

By the time master of ceremonies Steven Colantuono took the podium and called the fire and police honor guards, accompanied by the Homenetmen Scouts and the Pawtuxet Rangers, to post the colors, the 400-seat theatre was nearly filled.

Colantuono and Travis talked about their friendship with the mayor, with Colantuono outlining the mayor’s career of public service and revealing he will soon celebrate his 50th birthday. He said he has become such a frequent visitor at the Colantuono home that the dog doesn’t even look up when he arrives.

Travis spoke fondly of Avedisian, recalling the days they served on the council and how he helped her when emotions ran high when the Trudeau Center brought its program to the JONAH Center in Oakland Beach. Travis said she and Avedisian have had their “battles,” but they were done civilly and with respect for each other’s position.

“Let’s make no mistake, this business of government is not easy,” she said.

She called on her colleagues to work together. Soon after the election, it appeared Travis could face a contest for the presidency from Ward 5 Councilman Ed Ladouceur, but she lined up her support early and held on to it.

Ward 3 Councilwoman Camille Vella-Wilkinson nominated Travis, calling it “an historic day” with the state first female governor taking office, the council with its first three female councilwomen (Ward 7 Councilwoman Kathleen Usler being the third) and Travis being the first female to serve a second term as council president. The vote for Travis was seven in favor, with Ward 9 Councilman Steven Merolla abstaining. Ward 4 Councilman Joseph Solomon was not present for the vote, arriving late from ceremonies at the State House where his son, Joseph Solomon Jr., was sworn in as District 22 representative. At the end of the city inaugural, Avedisian administered the oath to Solomon.

In his 20-minute address Avedisian, the city’s longest serving mayor, who took office in a special 2000 election, also touched on city schools, an issue during his tenure, and briefly answered some of his critics.

“As we are committed to making city government effective and efficient, we continue to enhance education. Our children are our future. It is my goal to ensure that all students graduate from high school ready to work. Our students must have the most advanced technology to ensure that they have the knowledge and skills they need to succeed in the classroom and beyond,” he said.

He said he is working with the School Department to ensure that all students entering high school next year have Chromebooks, “to enhance outcomes and support our teachers. Let’s close the chapter on the use of antiquated textbooks.”

He said he would work with Bethany Furtado, chair of the School Committee, on a pilot program to enhance Pilgrim High athletic fields by sharing resources of the Parks and Recreation Department, the Department of Public Works and the School Department’s Maintenance Division. And he disclosed he has talked with William McCaffrey, director of the Warwick Area Career and Technical Center, about creating an “immersion program” for students in marine trades, information technology and healthcare.

“These are the industries of the future. We must make sure that our students have the training to prepare them for careers in these high demand fields,” he said.

Avedisian also referred to critics who have questioned whether the city is prepared to pay for the increasing costs of pensions and health benefits for retirees without naming them.

“Despite what some would like our residents to think, the City of Warwick is on sound fiscal footing. We have posted budget surpluses for 13 of the 14 budgets I have overseen. And our city is ranked 11th in Rhode Island for its tax burden,” he said.

In closing, Avedisian quoted Henry Ford that, “Coming together is a beginning; keeping together is progress; working together is success.’

“With a clear cut vision and strategic direction, we will continue to build upon the momentum we’ve gained in growing our economy, creating jobs, protecting our environment, ensuring that our schools offer our students a quality education and strengthening our neighborhoods,” he said.

    Even though I'm not an Avadesian supporter, I'm glad to see Stacia/Sabrina Petri not up on that stage. I will continue to expose her for what she is a bold face liar. I was blocked on her Facebook page for explaining to her followers that she likes to post under multiple accounts with the hope of attacking her non supporters and maniacally having conversations with herself. Next election keep in mind this women is unstable. Her supporters have been silent on this issue. I can see why.... Check out her Facebook page, everyone that's challenges her or questions her gets blocked or ignored. That's leadership?

    @notbornyesterday. Glad to see you are not an Avedisian supporter. Anyone who can claim 13 of 14 years there have been budget surpluses is either delusional, fabricator, or an outright lier. Since there have been 14 straight years of tax increases, not including a significant increase in the auto tax plus sewer rates, there has been in reality no surpluses, just continuous tax increases.

There were approx 4-5 E.G. police officers blocking off a parking lot & some homes surrounding a parking lot that had a small propane truck parked in it. There were approx 14-20 *Warwick FFs (4-5 different FF trucks on scene & hazmat. It cleared up in less than 20 minutes as the "leak" was not threatening. In my mind I was thinking why wouldn't hazmat come out first, evaluate the scene and determine if its serous before calling the other trucks on the scene? I also couldn't understand why it was all Warwick in E.G. I guess I have more to learn and understand.

Mr. Cote suggesting otherwise is just another example of him speaking about which he has no idea. Furthermore, as far as I can tell, Mr. Cote just made the conjecture that because someone takes an opposing view and has a screen name resembling the name of a city employee he is free to slander that employee with no actual confirmation that Mr. DiMuccio is even the poster.     I just read in this mornings paper that State Poilce K9 officer Matt Zarella is retiring at the age of 52 after serving 25 years.

    I'm just curious to know if the bashes on here of city government are going to be as outspoken about a state police officer retiring rather young after only 25 years with medical benefits and cola.

    I look forward to reading because it's a continual bashing of the DPW and the WFD never the WPD or State Police I find that rather interesting.

    Occasionally there is chatter about the school teachers.

    And for the record if I was this Steve DImuccio and my name was constantly being slandered on here by a certain individual I would look into a lawyer for the slander that's tossed around. He probably wouldn't lower himself to that but I would or better yet I know myself I would confront the SOB.

    Captain, fencemen, you are one of the biggest low life's to ever grace this city. You CANNOT win an argument on merirt so you try and trash people. Let me ask you something Rob...if your videos are so helpful and are having such an impact, why do you have to (literally) stalk city employees records? Videos not winning people over? If you have soo much support in your crusade where is it? You are not Tim White. You're not smart enough, and people don't trust you.

    How much time do you devote to this cause? Do you work? Have you ever been arrested? If you think its just city workers that despise you than you are mistaken. I don't work for the city and I think you're a joke. Your crew doesn't get it. Nobody trusts you, nobody trusts Stacia, and by association Cushman looks worse by the minute. Where is all the support Cushman, you and Stacia claims exists? The truth is the taxpayers will NEVER support someone who blatantly has such an Axe to grind.

    Bob Cushman didn't care about pensions until he lost his council seat. That is the truth that this group doesn't want to talk about. He was school committee chairman at a time teachers paid 5% towards health care. Let's please not "annoint" this guy guardian of the taxpayer. Bob again, what did you think of Stacia's (your candidate for mayor) lies and slander or taxpayers? What do you think of Rob Cote trashing city employees? Is that how you want the conversation to start? Once again, your message is trampled.

    That's my point. Rob and his critics don't complain about state police or local police retiring at a young age with health care for life and I'm curious as to why?

    That's my point. Rob and his critics don't complain about state police or local police retiring at a young age with health care for life and I'm curious as to why?

    It's the constant WFD and DPW how can anyone be so simple minded when it's a problem throughout government?

    He and his friends wants changes at the local government but it's ok for someone to retire at 52 and not a peep from them that they will be collecting for maybe 30 years?

    Yes it is mandatory at 25 for state police I'm just shocked they don't find to change that.
