Jordan, Olsen named interim directors following retirements

Following the retirements of longtime Tax Collector/Acting Assessor Kenneth Mallette Jr. and Personnel Director Oscar Shelton, Mayor Scott Avedisian announced yesterday the appointment of Jane Jordan as Interim Personnel Director, City Treasurer David Olsen as Interim Tax Collector and Evelyn Spagnolo, presently the deputy Tax Assessor, as Interim Tax Assessor.  

“Oscar and Ken have been hardworking, valuable employees who together represent more than a half-century of service to the taxpayers and businesses of Warwick,” Avedisian said in a statement. “I sincerely appreciate their leadership and their ongoing commitment to our community. I know they will be missed by their colleagues and the many residents with whom they have worked over the years, and wish them all the best as they begin well-earned retirements.” 

Jordan has been working for the city for 31 years, 29 of them in the Personnel Department. Prior to her appointment as deputy director in 2006, she served as the human resources supervisor for five years. While working full-time, she earned an Associate’s Degree in Business, with honors, from the Community College of Rhode Island and has also logged hundreds of hours in management development and computer courses and seminars.  

Olsen, Avedisian said, will shoulder dual responsibilities for the immediate future, as he will also continue serving as the city treasurer. In addition to overseeing day-to-day operations of the Tax Collector’s Office, Olsen will be working closely with Deputy Tax Collector Edward Tavares to develop a long-term plan for the department, Avedisian said. Olsen, who has worked for the city for 20 years, has been a member of Government Finance Officers (GFOA) of the United States and Canada for 16 years, and, for the past seven years, has served as a member of GFOA’s Committee on Treasury and Investment Management. He is presently an executive board member. 

Spagnolo served as the town of Bristol’s Tax Assessor for 14 years prior to joining the city’s Tax Assessor’s Office in February and was also a member of the Warwick Board of Assessment Review from January of 2005 until becoming a full-time employee. Other qualifications include nearly 20 years as a certified general appraiser for a variety of organizations.

Shelton had also served as interim director of the city’s Management Information Services Division (MIS) since the retirement of Dean Kosaka. Avedisian said Chief of Staff Mark Carruolo has agreed to oversee MIS while options for the department are explored. Don Puglia, an MIS systems management specialist, will serve as technical advisor.

“I am very grateful to Jane, David, Evelyn and Mark for agreeing to take on the work and responsibilities these positions entail, in addition to their current duties,” Avedisian said. “I know they will do a great job of managing these departments as we work cooperatively to make changes that will further improve city services going forward.”
