He advises clients to turn off the water at the shut-off valve where it is not needed or where it is exposed to these extreme cold temperatures ~ this includes outside water spigots which can be turned off from the inside of your home. Furthermore, if your heating system should go down for any reason, be sure to open your faucets to a slow drip. This will guard against freezing until help arrives. Manning even suggests insulating your pipes with inexpensive foam insulation (available at most hardware stores) as another preventative measure.
