McKay’s bid for U.S. Senate on hold for now

“Not today and not tomorrow.”

Those were the only words Raymond McKay had to offer when asked yesterday if he plans to go ahead with his announcement as a candidate for the U.S. Senate. If he runs as a Republican and appears on the ballot, he would face incumbent Democrat Jack Reed.

McKay is the president of the Rhode Island Republican Assembly. Last week, he disclosed he would declare his Senate candidacy on March 18.

McKay also works for the city as a network and telecommunications administrator. And therein is the rub.

According to the City’s Personnel Merit System Ordinance, classified city employees cannot retain their jobs if they seek or run for elective office.

City Personnel Director Jane Jordan said she conferred with the city solicitor on the matter and that McKay was informed of the ordinance.

“It is up to the employee to determine what action he will pursue in this matter,” Jordan says in a release. “It is incumbent upon the Personnel Department, by and through the Personnel Director, to enforce the City Code of Ordinances as they relate to the Personnel Merit System.”

In a press release yesterday afternoon, McKay said he would seek court relief of the city law, hoping to announce next Tuesday.

Mayor Scott Avedisian said the situation could have been addressed prior to McKay’s statement that he would announce his candidacy, had he let people know his intentions.
