Crews started work on a new roof at police headquarters last week, which in the opinion of Col. Steven McCartney couldn’t have come soon enough. During the northeaster on March 26, when gusts reached near hurricane force, an entire section of the roof lifted up like a giant “bubble,” said Ed Carpenter, who oversees building maintenance. Without time to procure bids, the city turned to its emergency procedure and had temporary repairs made. As city buildings are insured with the Rhode Island Interlocal Trust, the agency put the work out for bid and awarded a $131,000 contract to Barboza Roofing. Apart from a $2,500 deductible, the trust is paying for the work. Barboza was the lowest bid and offered the longest warranty, according to a spokesman for the trust. The warrantee is for 20 years. A relieved McCartney said, “It [the cost] doesn’t come out of the police budget.”
