ROCKS IN HIS JOCK

Officer Jacob Elderkin was dispatched to Suburban Parkway, along with two additional officers and a sergeant, at approximately 7:30 p.m. on May 18 for a fight in progress. Elderkin met with the reporting parties, a father and son, who said their landlord came to their house about a water bill of approximately $8,000. The men said when they informed him to leave the property, and that’s when the landlord got into the son’s face and pushed him. The son said he pushed the landlord back into the street, where he said the landlord remained for 10 minutes “screaming at the top of his lungs and threatening” them. The landlord said he was going to throw the men out of the house and he started insulting the son’s mother. After 10 minutes, the landlord was said to have left and started a fight with the neighbors down the street and then stumbled home.

Elderkin said he then spoke to one of the neighbors, who said he was standing outside of his house on Huron Street at 7:30 when he heard arguing, loud yelling and bad language from a few houses down. He said he walked out to the street, where he saw an older gentleman, who he said also lives on Huron Street, yelling and screaming at a “younger stocky male who was wearing a black shirt and shorts” in front of a house on the corner of Huron Street and Suburban Parkway. He said the older gentleman put his arms up, saying that he wanted to fight, but after a short time he backed down and walked away back down the street toward his house on Huron Street. While en route, the neighbor told Elderkin the older gentleman stopped at his house and confronted him and his brother-in-law, saying, “I’ll fight anyone. You guys want to fight?” The neighbor said they told the older gentleman to get lost and that they did not want that kind of language around the house. He also told Elderkin this happened numerous times in the same day.

Elderkin said he then spoke with the brother-in-law, who told him the same story. He also said this had happened more than once that day with an earlier incident, in which the older gentleman “got into his vehicle and drove away like a maniac.” Elderkin said officers then responded to the older gentleman’s residence on Huron Street and made contact with him. He told them he went down to the corner of Huron and Suburban Parkway to take pictures of the property even though he had been informed numerous times on the same day during previous calls to stay away from the property. He told officers he did confront the individuals down there and said he was going to fight them.

Elderkin said the man was wearing basketball shorts and a sweatshirt with no hood at the time. Upon patting him down, he said a small amount of currency was located in his front left pocket. During the pat down, Elderkin said he felt a large bundle tucked in between the man’s legs but was unable to identify what it was. Elderkin said he asked the man numerous times what it was until he became aggressive and finally said he had “a wad of cash in a sock” tied around his genitalia. Elderkin said he was able to remove the sock and confirmed there was a large wad of cash in the sock, along with three rings that had diamonds in them.

Elderkin said he then placed Frank Marr, 60, of 77 Huron St., Warwick, in handcuffs and secured him in his cruiser. Elderkin said it should be noted he used two pairs of handcuffs, as Marr said he had arthritis and it was hard for him to put his hands behind his back. Marr was then transported to Warwick Police Department Headquarters, where he was fingerprinted, photographed and processed. Elderkin said Marr was stripped of his property, which included a gold watch with diamonds in it, three gold rings with diamonds in them, an R.I. driver’s license, two credit cards, and $6,742.74 in cash, and patted down again prior to removing the handcuffs. Marr was charged with one count of Disorderly Conduct and released with a Third District Court summons.

SHOPLIFTING

Officer Michael Walker responded to the Wal-Mart at 840 Post Road at 11:08 a.m. on May 29 for a shoplifter in custody. Upon arriving, Walker said he spoke with a loss prevention officer, who had a female in custody. He said the female had concealed some assorted clothing and attempted to leave the store with the items passing all points of purchase. The loss prevention officer said he stopped the woman and escorted her to the Loss Prevention office, where it was discovered she had $110.38 worth of items concealed. Walker then took custody of Grace Rebecca Ruiz, 49, of 212 Smith St., Cranston, after the loss prevention officer informed him Wal-Mart wished to press charges. Ruiz was transported to Warwick Police Department Headquarters, where she was processed and charged with one count of Felony Shoplifting and one count of Habitual Offender, as she was recently convicted of shoplifting in 2013 and 2002 by Narragansett Police as well as Cranston Police in 1998. Walker said Ruiz was subsequently transported to Third District Court without incident.
