What began as a routine traffic stop for suspicion of drunk driving on Halloween night turned into much more, as Officer Aaron Kay was involved in a chase and had to draw his firearm on two suspects.

On Oct. 31 at 9:56 p.m., Kay was on patrol in a marked cruiser traveling east on Airport Road when he passed a dark colored sedan traveling at a high rate of speed swerving left and right, crossing over the centerline toward oncoming traffic. Due to the vehicle’s erratic operation, Kay suspected the operator was possibly driving under the influence of alcohol and/or drugs and initiated a motor vehicle stop on Earlham Way. He advised Dispatch of the stop and ran the registration, which came back to a different vehicle than the one it was displayed on. Kay advised Dispatch the plates did not match and noticed the windows of the vehicle had an extremely dark tint, preventing him from being able to see inside the vehicle. As he approached the vehicle with his flashlight in an attempt to see how many occupants were inside, Kay said the vehicle screeched its tires, peeling out and rapidly accelerated away from the stop. Kay followed the vehicle until it came to a stop with its front passenger tire up on a lawn on Pell Avenue.

As soon as the vehicle stopped, Kay said the occupants exited the vehicle and began walking away, at which time he drew his firearm and commanded them to “get down to the ground” and “show me your hands.” First, the passenger got out and walked away and while Kay was yelling at him, the driver exited and joined the passenger. After continuing to ignore his commands, Kay approached the operator and forced him to the ground. He advised Dispatch both subjects were on scene, out of the vehicle and on the ground.

Once other units arrived, the operator was taken into custody, but the passenger was free to go, as he had done nothing illegal. No positive identification was located on the operator, who identified himself as Unique Carter and said he previously lived in Florida but has now moved to Warwick, but he could not provide what street he lived on or the address or any general area of where he lived. Dispatch advised that Carter did not have a license.

Upon running the vehicle’s VIN, Kay said it came back with no active registration to a man who lived on Ruskin Street in Providence. During a vehicle inventory, Kay said he found numerous lug nuts on the front passenger floor, back seat and in the passenger compartment area along with a crow bar. He said the vehicle was running but did not have an ignition key and the center tape deck was torn apart and missing several components. Kay said he also found an open bottle of coconut-flavored vodka resting on top of the center console, which was missing approximately one-third of the liquid. The bottle, which was later tested and showed the presence of alcohol, was seized, tagged and entered into evidence.

Based on the vehicle in motion and his personal contact with Carter and the actions surrounding the motor vehicle stop, Kay determined Unique Bashawn Carter, 22, of 82 Manton Avenue, Providence, was unfit to safely operate a motor vehicle and was transported to Warwick Police headquarters.

Upon arrival, Carter was escorted to the booking area where officers attempted to remove his handcuffs, at which time he became confrontational and began swearing and yelling at the officers, saying, “F*** this, I’m going to the cellblock.” Carter continued to be combative, swearing and use abusive language toward the officers before finally being placed in the cellblock. Carter refused to submit to a Breathalyzer test and was later processed, fingerprinted and photographed. Due to his lengthy criminal history and being on probation for several charges, Carter was held on the new charges as a probation violator until the next session with the Bail Commissioner.

Carter was charged with Driving Under the Influence; Driving Without a License; Reckless Driving/

Drag Racing/Eluding Police – 1st Offense, and issued citations for the following: Refusal to Submit to a Chemical Test (1st Offense); Speeding – 60 mph in 35 mph Zone; Presence of Alcoholic Beverage Operating in a Motor Vehicle; Laned Roadway Violations; Manner of Turning at Intersection; Stop Lamps Required; Operation of Unregistered Motor Vehicle; Proper Use of Registration; and Unlawful Installation of Sunscreen Material, all with a Rhode Island Traffic Tribunal court date.

Though the vehicle was towed, Kay said it was inconclusive whether or not it is stolen at this time.

MARINE LARCENY

On Oct. 30 at 3:25 p.m., Officer Julio Benros responded to the Greenwich Marina, One Masthead Drive, for the report of a larceny.

Upon arrival, Benros met with a woman who reported a larceny from her boat and a larceny from the dock E, slip 60, of a dock box containing miscellaneous marine supplies, including Kitchen Aide pots, a life vest, bumpers, and a grill. She also reported that a Garmin GPS was stolen from its mount on the boat console, which was valued at about $800 with no further information available.

The larcenies were reported to have occurred from Oct. 23 around 7 p.m. to Oct. 25 before 6:30 a.m. Benros said there is no video surveillance in the area of the dock and there are no known suspects at this time. The report will be forwarded to the Detective Division as a heads up.

    Nothing "Unique" about his behavior, he's just a habitual jackass. Law enforcement is pretty familiar with him as a car/parts thief, so I'll venture a guess that he wasn't in Warwick bobbing for apples and getting candy. Please stay in Providence, Unique.
