MOTORCYCLE THEFT

On April 24 at 5:13 p.m., Officer Charles Austin was dispatched to Rip Van Winkle Circle for the report of a larceny. 

Upon arrival, Austin spoke with the reporting party, who said his motorcycle was stolen from his driveway. The man said he had taken it out on April 23 to work on it and get it ready for the season. He then parked it in his driveway to charge the battery at around 4 p.m. When he awoke on April 24, he discovered the vehicle was gone. The vehicle is described as a white 1984 Honda Spree having black trim and black seat. The plate was not affixed to the vehicle at the time since it was being worked on. The man said he did wish to press charges if a suspect is located. 

The vehicle was entered as stolen into RILETS and into NCIC. There is no video surveillance in the area. The report will be forwarded to Detectives.

MALICIOUS DAMAGE 

On April 20 at 8:15 a.m., Officer Joshua Myer was dispatched to the Oakland Beach School located at 383 Oakland Beach Avenue to speak with the janitor.

When Officer Myer arrived on scene, the janitor told him when she arrived to work on April 20; she noticed damage to the property. She noticed that three screens had been ripped out of the windows on the east side of the building. They were damaged. This is the side of the building that borders Oakland Beach Avenue. She also said an emergency outdoor light had been broken on the south side of the school, which borders Limestone. She also noted tagging on multiple doors and windows. She said most of it was illegible scribbling, although there was one word that appeared to be initials written on the building, with “2015” written under one of the scribblings.

SHOPLIFTING 

On April 22 at 1:18 p.m., Officer Mark Jandreau was dispatched to the J. C. Penney store at Warwick Mall, 400 Bald Hill Road, for the report of a shoplifter in custody.

Upon arrival, Jandreau met with a loss prevention associate, who said she saw a female, later identified as Hawa M. Mulbah, 46, of 115 Bellevue, Providence, in the Women’s Shoe Department. She said Mulbah was holding a box of women’s Nike shoes in her hand, then she selected another pair of women’s Nike shoes, along with three clothing items, including two pairs of active wear pants, and entered the fitting room in the Women’s Petite Department with the items. Upon entering the fitting room, the associate observed Mulbah to be wearing gray-colored slip-on shoes, but when she exited the fitting room a few moments later, she had changed shoes and was now wearing a pair of brand new black and white Nike shoes. 

The associate said she reviewed the fitting room stall and found one pair of active wear pants to be missing. She recovered the tag that appeared to belong to those pants and saw an empty pants hanger in the stall. Mulbah then selected another pair of active wear pants and placed one of the Nike boxes back on the display and went to the Petite Department to pay for the items she was carrying. The associate told Jandreau another loss prevention associate recovered the Nike box from the display and determined that Mulbah had put her own gray pair of slip-on sneakers in the Nike box. 

After purchasing the items she was carrying, Mulbah then passed all points of sale, making no attempt to pay for the shoes she was wearing or the active wear pants she had concealed, and exited the store. Mulbah was then approached by loss prevention and escorted back inside the store, where she was cooperative. The total value of the merchandise shoplifted, which was recovered, was $106. 

Jandreau took Mulbah into custody and transported her to Warwick Police headquarters, where she was processed and her property inventoried. Mulbah was released shortly thereafter on a District Court summons and charged with one count of shoplifting.

DUI & REFUSAL

On April 24 at 3:50 a.m., Officer Christopher Cote was dispatched to Target at 400 Bald Hill Road for the report of a vehicle up inside some curbing on an embankment. 

Upon arrival, Cote observed a 2003 black Jeep, which was inside some curbing located on a mulch bed. As he approached the vehicle, Cote said the lights were on and there was damage to the driver’s side rear tire. 

Cote made contact with the driver, identified as Brian A. Izzo, 34, of 6 West River Parkway, North Providence, who was sitting inside the Jeep in the driver’s seat with the door closed yelling to someone on the phone. Cote knocked on the window and opened the door. At that time, Izzo put the phone down. Cote said the keys were in the ignition, but the vehicle was off and in neutral. 

Cote then asked Izzo to step out of the vehicle, and as he did so it was immediately apparent he was very unsteady on his feet. Throughout his interaction with Izzo, Cote said he had to catch him or brace him several times to prevent him from falling over. When asked what happened, Izzo said he “f***** up.” He said he was coming from a friend’s house that lived in Warwick, but he was not able or not willing to say where in Warwick. He said he had some drinks at his friend’s house and tried to drive home. When asked how long he had been on the embankment, Izzo said a couple of hours. He told Cote he consumed beers before he started driving. While speaking with Izzo, Cote said he detected the odor of an alcoholic beverage coming from his breath, he was unsteady on his feet, his speech was slurred heavily, and his eyes were bloodshot. 

When asked if he would be willing to submit to a series of standardized field sobriety tests, Izzo initially said there was no point in taking the tests before eventually agreeing to do so. During the test, Cote said Izzo lost his balance and almost fell over, at which time he stopped the test, deeming it was unsafe for Izzo to proceed. 

Izzo was taken into custody and transported to Warwick Police headquarters, where he refused to submit to a chemical test. He was later fingerprinted and photographed. Izzo was given violations for DUI drugs/alcohol first offense BAC unknown, with a District Court date, and for refusal to submit to a chemical test first offense, with a Rhode Island Traffic Tribunal court date. Izzo was released into the custody of a sober adult; his vehicle was towed from the scene.
