A Connecticut man was arrested and charged with intent to deliver marijuana on Oct. 21 after a three-car accident on Toll Gate Road around 3:45 p.m. Officer Paul Wells reported he and his K-9 Fox were in the area and stopped to assist. He said he recognized the smell of marijuana in the first car he came across, which had rear-ended the second car, which hit the pickup truck in front of it. He said he had the two men inside get out of the car while he checked on the other cars and learned no one was injured and went back to the first vehicle, where another officer was speaking with the men about the smell of marijuana, and they told him there was about four ounces in the car. Wells said he had Fox sniff search the car and they recovered the marijuana and a scale. He said there were parts of the car where Fox sniffed that didn’t have marijuana at the moment but appeared to have been used as hiding places and had fragments of the drug present. Christopher Starr, 42, of 31 Tacoma Ct., Groton, was arrested and charged with possession of over 66 grams of marijuana with intent to deliver. Wells said they also confiscated $353 in cash. He was held for arraignment. His friend was not charged and was transported to the Dunkin’ Donuts on Centerville Road to await a ride to Connecticut.

He said he gave the man a field sobriety test that he failed and that he blew a .139 on the portable breath tester. He was taken to headquarters, where he refused to take another breath test. Richard M. Dipanni, 48, of 30 Casino Dr., Cranston, was charged with DUI, refusal and possession of marijuana, along with laned roadway violations.

Officer John Curley reported stopping a car on Post Road around 1:25 a.m. on Oct. 25. He said the car with Kentucky plates was clocked doing 58 miles an hour. He said the driver looked intoxicated and smelled of alcohol. He said he was going back to his cruiser to run some checks when the man got out of the car and started undoing his pants, claiming he had to pee. He said he gave the man a field sobriety test and he failed it. He said the man blew a .122 on the portable tester but refused to take a second test at headquarters. Marc L. Handy, 24, of 177 Villa Ave., Warwick, was charged with speeding, DUI and refusal and having alcohol present in the car.

Officer John Curley stopped a car on Oct. 26 for doing between 75 and 80 miles per hour on the Airport Connector around 1:50 a.m. He said he immediately detected alcohol on the driver’s breath and noticed his eyes were bloodshot and watery. He said he got that man out of the car for a field test and Curley stopped it for fear of him falling. He said the driver blew a .153 on the portable breath tester but refused to take a breath test at headquarters. Michael Nehad Abeid, 45, of 45 Sands Rd. in Eastham, Mass., was charged with DUI, refusal, speeding, laned roadway violations and possession of less than an ounce of marijuana.

Officer Michael Harris reported he was dispatched to 43 Junction St. around 1:15 a.m. on Oct. 29 for a report of a vehicle motor revving up in the driveway just before a report of a car hitting a house nearby. Harris said there were people gathered around a maroon Camry and a damaged porch. He said the rear window was smashed out and extensive damage to the rear end. He said there was an open case of beer and parts of the porch inside the car and a woman lying on the ground in front of the house face down, holding her head. Rescue was called and while they were treating the woman, she sounded intoxicated as she answered questions. A witness told Harris the driver had been drinking all night and should not have been driving. She told Rescue she fell and hurt the back of her head. She also said she backed up and hit the porch. She told Harris she had 10 beers and two Xanax earlier. She was taken to Kent Hospital, where she refused a blood test. Kelly A.
