CITY OF WARWICK

PUBLIC HEARING

In accordance with Section 15(b) of Council Resolution R-87-1 entitled “Resolution Adopting the Rules of the City Council for 1993-1994, as amended”, a public hearing will be held on August 14, 2013 at Warwick City Hall, 3275 Post Road, Warwick RI 02886 at 7:00 p.m. to consider the wetlands petition of the State of Rhode Island, Department of Transportation to alter a freshwater wetlands in the City of Warwick.

The purpose of the proposed wetlands alterations is to construct long-term intersection and alignment improvements to the existing Apponaug Circulator roadway system in Warwick, which includes construction/reconstruction of approximately 2.32 miles of roadway in total, as well as five intersection roundabouts; a new bridge carrying the Veterans Memorial Drive Extension over the Apponaug River; roadway drainage and storm water management facilities; curbing, sidewalks, and pedestrian facilities, and appropriate landscaping measures. Also, this project includes the realigning and creation of a new stabilized open channel of a section of the Apponaug River that is currently culverted, the restoration of Hardig Pond upstream of the Upper Mill Dam, (including the Reconstruction of the Upper Mill Dam), and sediment removal from Gorton Pond.

The proposed alterations to freshwater wetlands consist of vegetative clearing, excavation, grading, filling, soil/surface disturbance, retaining wall construction, fence installation, sewer line and waterline installations culvert installation, paving, road and bridge construction, utility conduit installation, storm water management, drainage structure installations, landscaping, river relocation, damming, dredging, and other related construction activities.

The project, as proposed, will result in the alteration and/ or disturbance of approximately 545,271 square feet or 12.52 acres of freshwater wetland.

At this time all interested parties may be heard for or against such change of present wetlands facilities.
