In these uncertain times, we need someone with a fresh perspective and new ideas to help reinvigorate our city. Warwick is a great place to live, work, and play. However, there are a number of major issues our city is currently facing, including the uncertainty in our business environment.

A stronger business environment will help create more tax revenue, which we can use to address other major issues facing our city. We can invest this new revenue in our schools, our infrastructure, preserving our environment, and other city services. My experience in federal, state, and local government paired with my work with the US Chamber of Commerce will foster collaboration between the city and the community. I will work to create an environment in which businesses thrive, giving more people the confidence to start, expand, or move their company here. I will advocate for a pre-permitting program, call for a review of the regulatory process, and eliminate waste in the budget. The more new jobs and tax revenue we can bring to the city, the stronger our community becomes. All new revenue generated will go back into our community, which will keep our taxes low, our schools properly funded, and our neighborhoods clean and safe.

I believe the day-to-day quality of life and public safety issues that a councilperson must face are paramount to being a successful representative in city government. The unique position of City Council lends itself to a myriad of daily opportunities to help better the community we all call home.

I look forward to setting my focus on three additional areas:

Apponaug Circulator, ensuring it receives a committed, strong and vocal voice that will benefit all parties, as we strive to redevelop this beautiful Historic Village.

TF Green Airport, ensuring that we have a seat at the table with open dialogue regarding expansion and the impact it has on our ward. There is a whole new area of affected residents that deserve nothing less than a proactive, committed and strong voice on their behalf.

Recreational facilities from Mickey Stevens to neighborhood playgrounds need attention. I make a formal commitment to review, study and pursue upgrades to our facilities. The city has done yeoman’s work with the resources they are afforded but it is time to refocus our energy in this area.

As a life long Warwick resident, I enjoy being involved in those day-to-day issues. Like the rest of the city, Ward 7 is a fabric of neighborhoods, each with their own unique issues. Over the summer I have enjoyed talking with and listening to many neighbors and friends about our Ward. I pledge to give 100% effort in representing all of Ward 7 on each and every quality of life issue that we face together.

I am a recently retired Air Force Colonel and feel that the Warwick City Council and Ward 7 will benefit from my leadership skills, organizational knowledge, trustworthiness and integrity which will ensure that the ward is well represented at all Council meetings, committees and on quality of life issues. I feel that there are several important issues that pose challenges for the ward.

One is having the concerns of the ward members heard. There is a general feeling in the ward that no one listens to them when they have a concern. I plan on having a monthly meeting open to all ward members to hear their issues and try and resolve them. Also, I plan on having a dedicated phone line that they can call to tell me their issues. There are other high profile issues that I will need to address like, taxes, school issues, the Apponaug revitalization plan and the Airport expansion. All these are common themes among myself and other candidates. But, I would also take a strong focus on the quality of life issues affecting the Ward. Like people speeding on our community streets without regard to children’s safety or establishing an effective crime watch program to prevent vandalism and thefts in our neighborhoods or if there is a registered sex offender near by, they have a need to know. Other areas that I feel strongly for are term limits for elected officials, transparency in government and the promotion of economic growth through incentives and tax breaks for start up businesses. I also believe that elected officials need to truly give back so I plan on not taking the City's medical plan and giving half of my City Council salary back to local Warwick charities like animal shelters and homeless shelters.

One of the major issues of my campaign is controlling property tax increases. One way would be to increase fees on airport related vendors, airplane tickets, car rental, hotel rooms, also know as the pilot program. As we know the loss of homes due to airport expansion is the loss of property taxes for the city. As the host city for the airport, Warwick should be able to get an increase in PILOT [payment in lieu of taxes] funds, this would help to limit tax increases and freeze property tax increases for our senior citizens. Also we must maintain a good relationship with the airport to help us control property tax increases.

I will modernize and invest in our schools and keep them safe. Our children are our future and a quality education is important. I will work to expand our Career and Technical Center. I will work to see that the Apponaug revitalization plan is in the best interest of our city’s future. With its success, it will bring new business and economic development to the city. I will work for better communication with the Warwick Delegation in the State House to make sure that we achieve our goals. My entire working career has kept me in the city seven days a week. This makes me easily accessible to my constituents. I am willing and able to serve the people of Ward 7 and the city of Warwick.

    You had your shot for 14 years and did nothing. Never returned calls, sat back quietly while the WFD blew threw 14 years of budgets including unanswered overtime and sick time. In 14 years our roads have deteriorated and you never made a sentence worth of an argument on the wastefull practices of the DPW. You voted against the "Dishonorable Discharge Resolutution" tying the residents hands and allowing workers that are convicted of crimes to skate scott free with thier jobs and thier pensions. You never did anything to control the pension debt or the unfunded healthcare liability which you benefit from. Did I mention that you NEVER RETURNED PHONE CALLS TO YOUR CONSTITUENTS? Its just time to go away and stay away from something that you failed at for 14 years. You dont deserve another chance, you had 14 years to prove yourself and in Ward 7 and you were a monumental failure. Not withstanding in your last term for political reasons you aligned yourself with Donna Travis, Dope of the City, and followed her on every vote. I cannot warn people enough not to cast a vote for you.

    Captain I thought you had a very solid letter in the beacon on McAllister's behalf. I really hope people take notice of that and the reasons you gave. I don't think Donovan deserves another shot, and it has nothing to do with his DUI (in my opinion) nor is it a partisan attack on my part.

    I agree with you 100%. CJ is a nice enough human, but he is not a leader of any sort. Our Ward has been silenced due to his lack of articulation and action. It simply is time to go away. I have found Steve McAllister to be a person that listens. Trust me, if he listened to me for and hour and a half, the guy has to have courage.
