Caoizzo calls for T.F. Green to pony up more in PILOTs

Caoizzo, Republican candidate for the District 24 Warwick House seat held by Evan Shanley, is calling for the passage of legislation that would increase PILOT, Payment in Lieu of Taxes, funds paid to the city of Warwick from the Rhode Island Airport Corporation.

In a press release sent to the Beacon Tuesday, Caiozzo said that Warwick taxpayers deserve relief from having to dedicate police and fire services towards the airport. "The current yearly stipend of $500,000 is insufficient and in no way reimburses Warwick taxpayers for the actual cost of having our Police and Fire Departments assist the airport," said Caiozzo.

"I call on Speaker Mattiello and Senate President Ruggerio to immediately allow passage of these bills so Warwick taxpayers can finally have some much needed relief.

"PILOT funds are payments paid to governments from tax exempt organizations, such as state-owned corporations, non-profits, and colleges, on a case by case basis. For example, Brown University in Providence pays $4 million per year to the City of Providence, even though it is by law a tax exempt institution. The Rhode Island Airport Corporation, pays $500,000 per year to Warwick. The bill that attempts to increase PILOT funds from RIAC, House Bill 7088, aims to increase the payments to $1.4 million per year. These new PILOT funds would help offset costs the City of Warwick incurs from police and fire services at the airport.

House Majority Leader K. Joseph Shekarchi, Representative from Warwick. co-signed the bill introduced the bill introduced by Rep. Shanley. Shekarchi said PILOT funds need to be shared across cities and towns, so getting an increase for Warwick could be difficult.

"I would love to, and everyone in Warwick would love to, increase [PILOT] funds, but in reality it's very difficult to do so," said Shekarchi on Wednesday. "The PILOT funds apply to Johnston for the landfill, Cranston for the prison, and other cities and towns throughout the state. It's a sound bite to run, but in reality you have to increase it for everyone statewide. You have to learn how to share."

The Senate version of the bill, also aims to increase PILOT funds, is Senate Bill 2064.

    In the "Corrente Plan" I have stated that, as Mayor, "I will renegotiate the Airport Agreement". Every time I say that I get viciously attacked by the "political-insiders" that say "It's a done-deal. You can't renegotiate it"... and yet others are calling for just that. Camille Vella-Wilkinson did it (way to go Camille!) and now even political newcomer Caiozzo is calling for it! Let's face it. Warwick lost the tax revenue of over a hundred houses (just in the last few years!) and all Warwick got in return was air pollution, water pollution, noise pollution and soil pollution. As Mayor, I WILL renegotiate the Airport Agreement and I respectfully disagree with Joe Shekarchi. The rest of the state doesn't "share" in the 4 pollutions mentioned above. Therefore, the rest of the state shouldn't "share" in the revenue from any new PILOT. The airport is a great asset to all Rhode Islanders but it is only "paid" for by Warwick taxpayers. Not fair. We need a bill that is! Increasing the PILOT to Warwick is needed. And possible. And fair, to the 80,000 taxpayers that are paying the tab.

    You just make sure that campaign account doesn't bounce anymore checks, Rick. Again, the man wants to run an entire city...he can't run a $1,000 campaign fundraiser. Those poor people donating $100+. Perhaps this election cycle they'd be better served lighting the $ on fire before throwing it away on this ridiculous campaign. I wonder if you'll tell voters that you want to raise beach fees on every single one of them? Something tells me you won't, just like you didn't tell them about your tax delinquency, eviction and foreclosure. If this man can keep a straight face and deny these things, he can lie about anything.

    No, that is not the case. When the make-believe mayor repeats his delusional claims that a.) he will be elected mayor and b.) he could renegotiate the airport agreement, other commenters remind him that it is the FAA and the state, not the city, that have the authority to renegotiate the agreement. This is a basic fact about the airport agreement that the make-believe mayor simply ignores.

    No, that is not true. Rep. Vella-Wilkinson submitted a bill in the House that died in committee, just like several other bills seeking to increase Warwick's share of state PILOT funds -- including one by Sen.     Yes, I can deny those accusations "with a straight face" because they are lies. It's the same reason that you are afraid to use your real name. You aren't stupid enough to use it because you would then have to be responsible for those vicious lies.

    Honestly Scal, how could I ever have mortgage the licenses I have, drive the car I drive, not receive any "bounced-check" fees, or not get sued by the City of Warwick if I was guilty of any of the crap you accuse me of. And, oh by the way, the false charges against me at the Board of Elections were found to be just that, false. I have an e-mail from the director stating that I did absolutely no wrong. No fine. No reprimand. Nothing. I'd like to say "Nice try." but it wasn't. It was just Fake news, Fake sources, Fake people, with Fake names.

    How does that help the 80,000 taxpayers that are paying the tab Scal?

    As we've seen so often, Scal, the tax delinquent make-believe mayor has no reply but to shout down other commenters because he does not have any facts to dispute the true information about him.

    Look at page 11. There is an entry that says: "fee for bounced check from fundraiser donor," with a expenditure total -- meaning he paid the bounced check fee -- of $20. Right under that is another entry for $65 paid for what is described as "bounced check from donor."

    Maybe you wonder, Scal, as I do, when the make-believe mayor will realize that calling other people names and whining about the use of screen names on a website that he uses for free political advertising does nothing to disprove the facts that have been uncovered about him. It does nothing to qualify him for office. It does nothing to improve his history of failure and proven tax delinquencies. And it does nothing to generate any kind of support for him from other readers or the honest, taxpaying voters who await the earliest opportunity to reject his candidacy again.

    All it does is answer the one audience the make-believe mayor cares about: Himself. This must be why he continues to begin his comments with "Dear..." and end them with "Happy summer" in a transparently dishonest attempt at civility -- to him, this gives him the right to then call names and repeat his false statements [here's another one: Summer begins June 21].

    It really speaks to the many defects in his candidacy that he spends so much time and effort trying to satisfy his own delusional beliefs, instead of educating himself on the basic facts about the city.

    Rick, the links have been shared MANY TIMES by CrickeeRaven in this comment section. Once the links are shared you usually run scared to another article you can comment on. Why? You know all of these things are true. You can deny these things all you want, its there in print for anyone to see in links CrickeeRaven/Captain has shared dozens of times. As far as your case with the Board of Elections Rick, you just admitted you were told you did nothing wrong through email. Assuming that is true (with your record unlikely) how would I have known that? The BOE never publicly stated anything like that, so its not "fake news". Your campaign was accused of running illegal ads that weren't properly documented on top of the MANY illegal campaign signs that were removed previously. Without any public record from the BOE how else would I have known that was (allegedly) settled? I won't hold my breath for an apology from the fake lying wannabe mayor. Notice how he goes right back to attacking anyone who accuses him of anything improper? When you have no ground to stand on you attack the source. Rick Corrente is demonstrating he has ZERO FISCAL GROUND TO STAND ON. He then tries to make it about me, its not about me and never has been. I'm not running for office because I promise if I ever did and had $40,000 and a 4 year head start (like Rick Corrente has) I'd have a hell of alot better showing than under 15,000 votes and losing by TENS OF THOUSANDS OF VOTERS like Slick Rick did.

    Rick, you still haven't answered for your glowing endorsement of then Council President Solomon, and the City Council he ran that you dubbed "the taxpayers City Council"? In fact, you praised Councilman Solomon in this comment section MULTIPLE TIMES in the last 2 years. Now, after he declares for Mayor you attempt to attack his record, a record you didn't have 1 problem with UNTIL he threw his name in the race for Mayor. People have been paying attention Rick. That is why your campaign is a failure and has been since December 14th 2014 when you started it. Its not my fault your campaign can't pay for its own fundraisers, thats on you! All of the friends you were pandering to the last 4 years, they are ALL backing Joe Solomon. Now you have the audacity to call them "insiders".

    How many times have you raved about Mayor Walsh? Camille? Donna Travis? (you said she should have a statue built for herself) Both Galluci brothers? Now you have to sit back as EVERY single one of them is backing Joe Solomon. Thats what really hurts you. You've spent 4 years trying to get these people on your side by pretending to be some kind of advocate for the people. Joe Solomon has been advocating for people for almost 20 years Rick, he doesn't have to pretend. His record is clear. Your record is full of litigation and lawsuits. You are a liar, a fraud and a failure of a candidate. Shame on you for repeatedly lying to voters about your tax delinquency (you owed more than 1 penny yet you repeatedly make that claim), or denying your foreclosure and eviction that Captain laid out step by step. Pathological isn't the word for this kind of erratic behavior. Not only are you a fiscal trainwreck, I'm starting to believe that you have ZERO mental capacity to serve in this role, or any role for that matter. Nobody can be that tone deaf or irresponsible. What an embarrassment you are to start up candidates that ACTUALLY BELIEVE IN HELPING PEOPLE. Rick Corrente didn't care about single taxpayer before he ran for mayor. He couldn't even be bothered to pay the full amount of his own taxes. We don't need a foreclosure sign on city hall because Slick Rick Corrente wants to learn on the job.

    I'm with you Scal -- until I see some kind of actual verification of the alleged dismissal of the GOP complaint against the make-believe mayor [for improperly filing his 2017 campaign finance reports by not including the December ad he placed in the Pennysaver and not reporting any payments for office rent during the whole year], I won't believe it because of his established record of making false statements.
