DRIVING UNDER THE INFLUENCE

On November 29 at approximately 4:33 p.m. Officer Maxwell Neiley was traveling south through the rotary at the intersection of Greenwich Avenue and Veterans Memorial Drive Extension. While inside the rotary, he reported that he observed a Ford F450 box truck fail to yield and cut directly in front of the cruiser, almost causing an accident.

The officer then followed the truck onto Veterans Memorial Drive Extension, where it traveled directly in the center of both westbound lanes. A traffic stop was then initiated and the vehicle came to an extremely slow stop in the middle of the travel lane, failing to pull over in the breakdown lane.

Contact was then made with the driver, identified as Russell Blank, 54, of 516 South County Trail in North Kingstown. Blank was advised of the reason for the stop, but stared blankly at the officer and would not speak. When asked for his license and registration, Blank again said nothing and started looking aimlessly for his documents.

Blank stated that he was coming from a friend’s house and was going home. The officer detected a strong odor of alcohol emanating from Blank, along with signs of intoxication. When asked, Blank reportedly said that he had two beers at his friend’s house earlier that afternoon. Other officers arrived on scene to provide backup and Blank agreed to submit to a series of standardized sobriety tests.

Based upon his performance during testing and the officers’ observations, it was determined that Blank was unfit to operate a motor vehicle safely and would be placed under arrest for suspicion of driving under the influence. While attempting to handcuff Blank, he became tense and attempted to pull away from the officers. A large folding knife was removed from Blank’s belt. He was eventually restrained and taken into police custody and transported to headquarters.

At the station, Blank refused to take a chemical breathalyzer test. He was charged with driving under the influence first offense, weapons other than firearms prohibited, resisting legal or illegal arrest, refusal to submit to a chemical test, obedience to traffic control devices and laned roadway violations. He was later released to the custody of a friend.

CAR RANSACKED

Officer Anthony D’Abrosca was dispatched to Wharf Road on November 25 at 2:17 p.m. for a report of a larceny.

Once on scene he met with the reporting party who explained that he went to his car to find that it had been ransacked and many valuable items had been taken. He explained that he believed the event transpired overnight and that he did not observe signs of forced entry and that his car may have been unlocked.

Items taken included a Macbook, two pairs of sunglasses, two bags of clothing, and a canvas bag filled with food. The total value of the items taken was estimated to be valued at $2,480. The report was taken to document the loss.

DAMAGED CAR

On November 18 at approximately 11:30 a.m., Officer Tomas Bogusz was dispatched to an Essex Road residence for a report of malicious damage to a vehicle.

At the scene he met with the reporting party who stated that when he went to his vehicle he noticed a five-foot long scratch caused by someone keying his vehicle. The damage was observed by the officer to be on both the driver’s side front and rear doors. There are currently no suspects or witnesses.

LARCENY

At approximately 5:57 p.m. on November 24 Officer Brian Holleran was dispatched to the Bald Hill Road Target to speak with a subject about using her credit card.

Once on scene the officer spoke with the complainant, who stated that at approximately 4:45 p.m. she arrived at the Bald Hill Road TJ Maxx to shop. She had been walking around the store and had her purse over her shoulder so that her bag was close to her hip. At one point the woman placed the purse in a shopping cart and continued to shop. Around 5:30 p.m. she got in the checkout line to purchase her selected items. While in line she received a phone call from an unknown number, which was later determined to be her bank.

At the register she went to retrieve her wallet, which she could not locate. She was also unable to locate the wallet in her vehicle. The woman then checked her voicemail to find that her missed call was the bank alerting her that there were numerous charges to her account at Target. She froze the account that included her personal checks as well.

Inside her missing wallet were other credit cards and personal information cards. She stated to the officer that there was a man and woman in TJ Maxx that had been very close to her and could possibly have grabbed her wallet.

The officer spoke to loss prevention at Target, who showed a video of a woman purchasing four Visa gift cards with the woman’s credit card, then passing the bag to a man. The total amount of the purchase was $1,039.02. The duo was then observed exiting the store and entering a white sedan.

Video and photographs were taken and submitted as records and evidence. A written statement was taken from the victim, and the case was forwarded to detectives for follow up.

SHOPLIFTING

Officer Anthony D’Abrosca was dispatched to the Bald Hill Road Macy’s on November 23 at approximately 9:03 p.m. for a report of a past shoplifting.

Upon arrival he met with the reporting party, an asset protection associate, who explained that she observed two African American male subjects enter the store at approximately 6:35 p.m. Moments later she received a call that the two men ran out of the store’s north entrance. Upon reviewing security footage, the two men were observed selecting seven jackets valued at $1,788 and exiting the store without paying for them.

A customer observed the subjects enter a silver sedan that contained two additional males. The associated stated that the store wishes to press charges if the subjects are found and to issue them with a no trespass order. A video and a receipt for the stolen merchandise were provided to the officer. The report was then forwarded to department detectives for review.

VANDALISM

At approximately 1:39 p.m. on November 26, Officer Christopher Cote was dispatched to the Post Road Chipotle parking for a report of a vehicle that was vandalized.

At the scene the officer made contact with the owner, who advised that he had parked near the Chipotle at approximately 1:30.Wheb he returned to the car he was that the passenger side mirror was damaged and hanging by an electrical wire.

There did not appear to be any paint transfer and there was no way to determine the cause of the damage as there were no witnesses or video of the incident. A report was taken to document the damage.
