Mayor won't veto no tax increase budget

For the first time since 1998, Warwick taxpayers won’t see an increase in their taxes as a result of an increase in the tax rates.

Saying he is a political realist in a message sent Tuesday to the City Council, Mayor Scott Avedisian said he would not veto any of the 29 budget amendments to trim $5 million from his $310.4 million budget and hold the line on taxes. That means the tax rates will be unchanged when bills go in the mail later this month. The first quarterly payment is due July 15 and taxpayers have until September 15 should they choose to pay bills in full.

Possibly impacting taxpayer bills are efforts of House Speaker Nicholas Mattiello to phase out municipal car taxes over the next six years. The House Finance Committee has not acted on the legislation that could start reimbursing municipalities for reduced car tax revenues as soon as this year.

Avedisian said Wednesday the city would proceed with issuing car tax bills. In a statement, Avedisian expressed his support for reducing the burden on the taxpayer, adding, “Should the exemption change after tax bills are prepared, we will work collaboratively to issue credits for future tax payments.”

The council budget essentially level funds schools, cutting the $3 million in additional city funding Avedisian had budgeted. But in making the cut, the council also pledged to provide the $3 million should the School Committee and the Warwick Teachers Union end their extended contract dispute. The council sees that money coming from the city reserve account, or rainy day fund, of $18.5 million.

“The cut of $3 million proposed for the Warwick School Committee may certainly hamper mediation and the progress that has been made in resolving this long contract dispute,” Avedisian writes.

He continues, “At the request of the Warwick Teachers Union and the Warwick School Committee, I joined mediation talks earlier this year. Just last week, significant progress was made. I am encouraged that the parties will meet again on Friday. Make no mistake about it, I will be returning to the City Council in the future to ask for a special appropriation once mediation has brought forth an agreement.”

Tax relief was the mantra of Council Finance Committee Chairman Ed Ladouceur going into the budget process and, with the budget amendments that he largely sponsored, he’s been able to achieve that. In addition to amendments cutting department expenditures, the council voted to change the projected rate of tax collections from 98.5 percent to 99 percent to produce an additional $1.2 million in revenues.

Holding the rate in a non-revaluation year is a first during Avedisian’s administration. During years of a revaluation implementation, tax rates usually decline as values go up, meaning higher bills for a majority of taxpayers.

“I’m glad to see the mayor signed on to the budget,” City Council President Joseph Solomon said Wednesday. Solomon took issue with some of Avedisian’s observations about the council’s ability to cut salaries, saying, “there may be a certain misinterpretation on things.” He disputed the mayor’s conclusion that there may not be sufficient funds to pay lifeguards and some beaches may have to be closed.

Solomon defended council action to eliminate a $15,000 pay raise for the library director, which the mayor reasoned is the purview of the library board of trustees, not the council. Of the library’s nearly $3 million budget, Solomon noted that only about $300,000 goes into resources and materials benefiting library users.

“We are sending a message that we would like to see more resources for the general public,” he said.

Solomon also took exception that the council cut funding for fire department equipment mandated by the state.

“The mayor may have been misinformed,” he said.

“I feel very comfortable with the budget,” Solomon said, “and as we move forward we will continue to pay attention to this.” He also said he is looking forward to working with the mayor and council colleagues.

Ward 6 Councilwoman Donna Travis was especially vocal on the school budget and action to trim $3 million from the mayor’s proposal.

“They don’t know how to handle their money,” she said of schools. “There’s no pleasing these people.”

She also defended action to trim the fire department budget with a reduction in personnel and overtime costs. Chief James McLaughlin had budgeted for a complement of 227 uniformed personnel, seven more than needed to run the department because that was the number of personnel when the budget was presented. Since then, he said, there have been seven retirements reducing staffing to 220.

Nonetheless, Travis said, “It’s time to make adjustments. We have to make cuts.”

Although taxpayers won’t see an increase in the rates, Travis noted that water and sewer rates continue to increase, making it difficult on residents and businesses.

“I don’t care what you call it, it’s a tax increase. We have to set a standard. Enough is enough,” she said.

    So it would appear that everyone has seen through the fog of the mayor and the fire chief. The mayor knows all too well that his days are numbered and that the city is in trouble. The only people who dont realize this are city employees who reap the benefits.

    This comment from the mayor that shows how out of touch he is - Car taxes - “Should the exemption change after tax bills are prepared, we will work collaboratively to issue credits for future tax payments.”

    The mayor knows that here is no increase in the exemption for Warwick until 2020 so we will not be effected. That however does not stop the mayor from increasing the exemption to the residents of Warwick. Raises and bonuses for everyone, no tax relief for the residents.

    Dear Mayor Avedisian,

    As you know I have been a loud and constant advocate of "cut taxes - cut spending".

    I feel that it is the only way to reverse the trend of taxpayers moving out of the city you and I love so much. I have clashed with you on this subject on several occasions but today I read that you are calling yourself "a political realist" and have decided not to veto any of the 29 amendments to the budget.

    For that I deeply thank you.

    Naturally, I will take some credit for influencing your decision.

    The truth of the matter is I did have something to do with it. I campaigned every day for over 700 days in a row and my message did get out and you're living proof of it. You objected so much as if "cutting taxes" was a bad thing. Thank you for giving attention to my mission. The more people talked about it the more of an impact it had on our voters, taxpayers and elected officials.

    In the end Kammy, 13,278 good people voted for me and showed their support for this idea. It is the impact of those 13,278 voters that swayed our elected officials. Even the Mayor realized he couldn't defeat the "cut taxes - cut spending" movement calling himself "a political realist" . I will take some of the credit but it really was the strength of 13,278 Warwick Taxpayers that kept your taxes from going up for the first time in EIGHTEEN YEARS KAMMY!!!

    Rick, I'm not sure which you know the least about: paying taxes, budgets or winning elections. Its all one big pile of cluelessness hiding behind old "Corrente for Mayor signs". Nobody was afraid of you, your 33% minority or your empty cut taxes/spending rhetoric.

    The truth is 700 days, OVER $30,000 spent and you managed the same terrible 33% just about every other candidate has recieved. The only difference is you had more time AND resources than most of the other candidates. That is what we call in the business a FAILURE.

    You were a lazy candidate who thought you could talk your way out of anything. That was clear in your debate where you embarrasingly couldn't name one line item in the budget to cut. Go read up on city government, taxes and spending and maybe you will be taken serious next time. Until then, have a little pride because you really are embarrasing yourself with each and every comment.

    As always, your information is a little off.

    First you say "I'm not sure what you know the least about", "paying taxes" (I don't owe any - I did owe a penny in March, exactly ONE PENNY but I paid it) "budgets", ( I introduced many budget saving plans. To date no one else has in the last 18 YEARS!) or "winning elections". (My message of "cut taxes - cut spending" DID WIN even though the messenger didn't.) And you call that "cluelessness" Scal?? Are you kidding me Scal? My campaign got more press, more attention and MORE VOTES THAN ANY OPPONENT SCOTT AVEDISIAN EVER HAD IN 18 YEARS!!! You are right however, about the "no one was afraid of you" comment. I was warmly received by everyone, even you when we would meet around town.

    Second, you keep saying I campaigned for over 700 days and then you say I was lazy. Scal, NO ONE has ever campaigned for that many days in a row ; not even close! That isn't lazy my critical friend. That is an absolute commitment to my platform.

    Finally, you're so upset that I "wouldn't name one line item in the budget that I would cut". You're right. If I did that, if I said "Let's reduce line item "X" by one dollar" you would have had a field day defending the "honor" of the people effected. You are so p***s**d off that I didn't give you a target to shoot at but Scal, I do know a little about that stuff. That's why I didn't. But even you liked my idea of "voluntary pension buyouts" like they do in Texas (I studied their program as well) and as I told you in the City Hall parking lot, it wouldn't cost the taxpayers or the union ANY MONEY. You remember Scal, don't you? It's the same conversation when you asked me if I would consider privatizing trash pick-up. Remember when I said I would rather die than privatize any services.     As you see yet again, the losing candidate proves the reason for his failure. The fact is, this budget did not include a tax cut. A zero increase is NOT a cut.

    Luckily, Kammy and Scal, we are among the vast majority of Warwick voters who saw through the failed candidate's lies and defeated his candidacy last November. That this has not stopped him from claiming otherwise is another failure on his part.

    You are unable to point to any line item in the budget and give data on how and why it should be cut and what the impact will be overall to the tax revenue base. You are unable to manage your own finances, how in God's name did you possibly think that you could manage a city. Do you not get that you are a fiscal failure?? Your a mortgage broker, yet you lost your house (stating you ha a predatory mortgage) to foreclosure and tax sale. How could you even put yourself in the public eye with that kind of fiscal disaster in your closet?? I just wonder when you will be embarrassed enough. Truly amazing.

    Rick, again you prove yourself to be a liar. What budgets did you submit? What spending did you propose we cut? All you wanted to do was spend more and more money. Out of one side of your mouth you say the city could go bankrupt at anytime, yet you proposed a ton of NEW spending in your campaign. You will say you would attract more people here, but if we are as broke as you've argued can we even afford it? (A point I've made repeatedly that you can't counter)

    I think the captain and crickeeraven have pointed out all of your fiscal failures and tax delinquencies. Again, you campaigned on the tax burden while never having the stones to tell the voters you were consistently late paying your own taxes. You never proposed spending cuts because have no clue about the budget and city spending. The elections over Rick, where are all these great ideas you've been hiding?

    I've never talked to you about sanitation and privatization. Once again, you are wrong. I did say the pension buyout was a different idea, you completely leave out the fact I argued about cost etc and once again you had no argument. You talk about times we've met, and yet i have never met you. Wrong again.

    Finally, you often whine that your critics are all the mayors people putting you down. How do you explain Rob Cote who has beaten you over the head with facts for over a year. I don't agree with Rob on alot, but we are in 100% lockstep agreement that you are a joke and would be a fiscal disaster for Warwick. That is bipartisanship at its finest.

    It is abundantly clear that the losing candidate has no interest in being held accountable for his lies. He continues to claim that he represents voters in Warwick, although anyone who has the slightest understanding of basic civics understands that after an election, it is the winning office-holders who represent their community -- all of it. That the losing candidate does not count himself among the voters and residents of the city who are represented by the winning mayor is yet another failure of his.

    This stands in stark contrast to the three of you, who -- while you may have disagreements with the current mayor -- still understand that he won the election and therefore is the only person in Warwick who can rightfully hold the title of "mayor."

    What is also clear is that addressing the failed, losing candidate on any of his false claims is a waste of our collective time. Far better, I would suggest, is to use this forum to inform and educate any readers who may not be fully aware of the degree to which the failed candidate will push falsehoods.

    Well, here is the latest. In the dozens of civil actions against the Non -Taxpayers Mayor, the one small claims case that he was actually the Plaintiff in (Pro-Se) was dismissed and the defendant prevailed. I'm not sure whether he has spent more time standing on the corner with a goofy sign or in the court room.

    Thank you again, Thecaptain, for your continued vigilance and publication of information about the losing candidate that sheds so much light on his true character, beyond the behavior he so readily exhibits.

    Does it seem to you, as it does to me, that the failed, losing candidate is oblivious to the amount of publicly-available information about him? By his continued silence on so many of the issues you have raised, it is possible that he might never have thought that any of this information would be made public. Consider the way he attacked the winning incumbent mayor over property valuation and taxes, leading to my review of publicly-available tax assessor data that proved he does not pay taxes on the property he claims as his residence on his voter registration. [In fact he has not owned the property since 2012 according to the tax assessor's database, meaning he has potentially avoided tax payments for five years].

    Like Scal1024, I am glad that we can agree on the losing candidate's complete and utter unfitness for office, which I am sure he will continue to prove by using these comment boards as his personal echo chamber and refusing to answer for his proven lies.

    Thank you for your work in continuing to expose the failed candidate to me and the thousands of responsible taxpaying residents of Warwick.

    Yell, scream and holler as much as you want but at the end of the day my message got through. I delivered it for 700 days in a row...fact. 13,278 people voted for it (and me)...fact. No one has ever gotten that many votes when running against Mayor Avedisian...fact. He received 238 Political Action Committee checks and is now obligated to those PAC's...fact. I accepted none and am NOT obligated to 238 Political Action Committees...fact. (oh, hell, let's call those groups what they really are "Special Interest Groups")

    And one more thing; I paid my current taxes weeks before the deadline and paid NO LATE FEE. I did owe ONE PENNY on my previous bill...fact. And Kammy says that I should Be "heading up organizations that help out the citizens in Warwick".I did...fact. My "cut taxes - cut spending" movement helps every one of the 80,000 Warwick Taxpayers...fact. (even the three of you!)

    Well, Kammy, my dear, my 700 days of campaigning helped those 80,000 Warwick citizens save millions of dollars in taxes. I didn't do it alone (I had 13,278 helpers!) but I DID IT! And I let you attack me on a daily basis, You, who don't even have the integrity to use your own name. I even did it for you...fact.

    He does not own it, nor does he pay taxes on it. His ownership of it ended in 2012. Any statements he makes about paying taxes do not refer to this property, the one he previously listed as his primary residence on his candidacy papers.

    Kammy, please do not let the loser candidate's condescending manner concern you. He has nothing but his impotent and ultimately time-wasting use of this site's comment boards to maintain the illusion that he somehow has support from anyone in the city. You, and I, and thousands of responsible, honest, taxpaying residents of Warwick know what the truth is about the failure of a candidate.

    We know he spent nearly $42,000 [or more than $3 for every vote] in his losing campaign, the second-highest amount spent in a campaign against the current mayor. We know that he is wrong in claiming every campaign donation received by the current mayor represents special interests. We know that the current mayor raised five times as much in private donations in one quarter than the losing candidate raised in an entire year.     Rick, the reason you're not obligated to any special interests is because you LOST (fact). Usually the losing candidates aren't obligated to any special interest because...they are losing candidates (fact). You ran for 700 days, had over $30,000 and signs littering our good city (facts). Voters took a hard pass (fact). If you were so influential in this budget why is it I haven't heard your name uttered by any single council person?

    It takes a special kind of delusion to continually talk to voters as if you represent them. The same kind of delusion that would even let you think of calling yourself the taxpayers mayor. Your campaign of pandering and talking points failed and the voters saw through it.

    Thank you, Scal1024, Kammy, and Thecaptain for chasing the losing failure of a candidate from this comment thread. I certainly do not expect it to last; he seems incapable of staying away from a forum provided by the news outlet that represented one of the highest expenditures for his losing campaign.

    And thank you, WwkVoter, for joining those of us who are concerned that the losing candidate's behavior indicates some sort of disorder, rendering him unfit for any office.The losing failure of a candidate has been so intentional and persistent in his actions, despite the many attempts that many commenters have made to address the falsehoods he so readily espouses, that maybe your informal [and highly amusing] diagnosis is accurate.

    It is really become exhausting placing fact on this forum to dispute the compulsive liar Corrente's false and delusional statements. It was fun for a while but it seems that this dysfunctional habitual tax cheat cannot be humiliated enough. For example (s):

    His 2009 car tax bill was late every quarter and he paid $30.30 in late fees

    His 2010 car tax bill was late and wasnt paid until 1/25/2012 and he paid $157.22 in late fees

    His 2011 car tax bill was late and wasnt paid until 1/25/2012 and he paid $34.64 in late fees

    His 2012 car tax bill was late and wasnt paid until 3/3/2013 and he paid $28.72 in late fees

    Then his car mysteriously went off the tax roles for 3 years while he lived at 177 Grand View Dr. during the time that he didnt pay his mortgage, didnt pay his property taxes, and didnt pay his utility bills, yet lived in Warwick, had his garbage collected, had his street plowed, had fire service, police service, etc...

    Then his 2016 car tax bill was late and wasnt paid until 3/24/17 and he paid a total of $176.87. So his continued delusional rant of paying 1 penny just goes to prove that the kind folks at Butler Hospital still have a warm bed for him for an extended stay.

    I love how he states that he has done so much work to save residents tax money. He didnt even attend the budget hearings. He has never fought for any cause that has shown any results.
