Police Log - 03/05/19

DUI

On the evening of Feb. 23, Officer Christopher Gillis reports responding to the area of West Shore Road and Warwick Neck Avenue for a report of a vehicle operating erratically.

Dispatch advised that a tan Ford Explorer had been seen swerving as it headed toward Conimicut Village.

Gillis located a vehicle matching the description traveling west on West Shore Road in the area of Church Avenue. He began to follow the vehicle and observed it cross the white fog line three times while traveling at approximately 19 mph in a 25 mph zone.

Gillis initiated a motor vehicle stop and made contact with the female operator, who reportedly had mildly bloodshot eyes and slurred speech. The officer reports detecting the odor of an alcoholic beverage emanating from the operators breath.

The operator reportedly denied having consumed alcohol that evening. She is said to have told Gillis she believed she was in Barrington. She is also said to have had difficulty in providing her registration and insurance information, initially providing paperwork from the vehicles owner’s manual.

The operator is said to have agreed to undergo field sobriety testing, which she reportedly failed.

Camille A. Buffi, 60, of 145 Briggs St., Providence, was taken into custody for suspicion of driving under the influence and transported to Warwick Police headquarters. She is said to have agreed to a chemical breath test, which reportedly found her blood alcohol content to be significantly above the legal limit.

Buffi was issued a summons to appear in Third Division District Court on a charge of driving under the influence. She was additionally cited for operating below the minimum speed and laned roadway violations.

LARCENY

A report of a stolen catalytic converter brought Officer Robert Canis-Langlais to National Building Supply at 3356 Post Road on the afternoon of Feb. 27. The reporting party told Canis-Langlais that an employee had gone to start a plow truck and noticed it was louder than usual. Upon inspection, they saw the catalytic converter had been sawed off and was missing.

The reporting party indicated he would review surveillance video to see if the incident had been captured. There were no suspects or witnesses. *** Officer Brian Murray responded to a report of a larceny at Nexgen Mechanical Inc., 205 Hallene Road, on the afternoon of Feb. 28.

At the scene, the manager told Murray that on two different occasions, Feb. 21 and Feb. 25, surveillance footage captured a dark-colored pickup truck pulling into the company’s back lot. On each occasion, a white man with facial hair was observed grabbing seven compressors and loading them into the back of his truck.

Murray was able to trace the registration plate seen in the surveillance footage to a 2002 Ford pickup. He contacted the man whose name was on the registration, who denied being involved.

A positive identification could not be made, according to Murray, because the man seen in the footage was wearing a hood.

The manager at Nexgen told police the company did not wish to press charges but did want a no-trespass order issued. The man whose name was on the vehicles registration was advised not to go back on the property because the compressors are not junk. Second-shift officers were asked to check the property.

CONSPIRACY

On Feb. 21, Detective Matthew Smith submitted pictures to the Warwick Police Department Facebook page to seek help in identifying two suspects in the use of a stolen EBT card.

Smith reports that shortly thereafter, he received a phone call from a woman who said that she was a participant in the incident along with her mother. They said they would respond to Warwick Police headquarters, and upon their arrival Smith said he immediately recognized the women suspected of using a stolen EBT card.

According to the detective, the two women were read their Miranda Rights and agreed to an interview. They reportedly told police that on Jan. 19, they were approached by another woman in the parking lot of the Price Rite at 945 Bald Hill Road and offered $250 worth of food stamps for $100 in cash. They said they agreed to that exchange, and also purchased the remaining balance of the other woman’s EBT card for an additional $72 in cash. They said they also made arrangements to return the EBT card to the third women at a later date.

The women told police they used the food stamps and card to purchases groceries at Price Rite and at the Stop & Shop location on Garfield Avenue in Cranston. The EBT card was then returned to the third woman at the McDonalds on Broad Street in Providence.

Naomi Ramsdell, 30, 80 Hedley Ave., Apt. 1, Central Falls, was charged with computer access, obtaining money under false pretenses/under $500, and conspiracy. Robin Houle, 49, 3 Elmore St., Warwick, was charged with conspiracy and obtaining money under false pretenses/under $500.
