Police Log - 06/27/19

DUI

Shortly after 5 p.m. on June 11, Officer Brian J. Holleran responded to the On The Border restaurant at 650 Bald Hill Road for a report of a vehicle driving up onto the curb multiple times while attempting to leave the parking lot.

The reporting party, identified as the manager of the restaurant, told police that the operator of the vehicle was a guest of the establishment who staff had refused to serve based on her apparent level of intoxication.

At the scene, Holleran located the vehicle involved in the incident, described as a green Mini Cooper. The officer observed the vehicle “erratically accelerate” and make a wide turn as it moved toward the parking lot’s exit, and he initiated a motor vehicle stop.

The operator’s speech is said to have exhibited slurred speech, mildly bloodshot eyes and difficulty maintaining her balance. She is said to have denied having consumed any alcohol and agreed to undergo field sobriety testing, which she reportedly failed.

Sarah Mencaccini, 36, 170 Unit St., Providence, was arrested for suspicion of driving under the influence and transported to Kent Hospital, where she is said to have refused to submit to a chemical breath test. After her discharge from the hospital, she was transported to Warwick Police headquarters for processing.

She was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. She was additionally cited for refusal to submit to a chemical test.

Just after 9:30 p.m. on June 15, Officer Derek J. Hagopian responded to the area of Post Road and Atlantic Avenue for a report of an erratic operator.

Dispatch advised that according to a witness, the vehicle – described as a gray 2012 Toyota Tundra – was “all over the road” and had crossed the center line prior to turning onto Post Road.

Hagopian located the vehicle traveling northbound on Irving Road with its headlights off. It then made a left turn onto Dryden Boulevard, driving over a grassy median separating the east and westbound lanes.

The officer initiated a motor vehicle stop and made contact with the operator, who is said to have had slurred speech and a “smell of an alcoholic beverage emanating from his breath.” The operator’s eyes are also said to have appeared “mildly bloodshot.”

The operator is said to have acknowledged consuming alcohol earlier in the evening and to have consented to field sobriety testing, which he reportedly partially failed.

Terrence F. Magner, 48, 182 Holmes Road, Warwick, was taken into custody on suspicion of driving under the influence and transported to Warwick Police headquarters for processing. He is said to have refused to submit to a chemical breath test.

Magner was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was additionally cited for refusal to submit to a chemical test, times when lights required and leaving the lane of travel.

VANDALISM

At approximately 1:16 p.m. on June 8, Officer Keri-Ann Leighton responded to the Sandy Lane Apartments on Sandy Lane for a report of malicious damage to a vehicle.

At the scene, the reporting party told Leighton that the passenger side door of his 2010 Chevrolet Corvette had been written on with a black marker. Additionally, there were scratches on the passenger’s side roof.

The reporting party indicated the damage had occurred sometime between June 1 and June 8. There were no suspects or witnesses, and the matter was documented.

Shortly before 2 p.m. on June 19, Officer John P. McKinnon responded to a Sea View Drive home for a report of malicious damage.

At the scene, the reporting party told police that two windows on an unattached shed at the home had been shattered. Each window was valued at approximately $100.

The reporting party indicated the damaged had occurred between the afternoon of June 18 and the morning of June 19. She also noticed that the basement bulkhead doors on the main house had been jarred open. The home is abandoned as a result of a fire, the reporting party said.

No security camera footage was available, and there were no witnesses. The matter was documented.

SHOPLIFTING

At approximately 9:15 p.m. on June 12, Officer Derek Mourato responded to the Target location at 1245 Bald Hill Road for a report of a shoplifting incident in progress. Dispatch advised that the suspect was at the store’s self-checkout station and had stolen items concealed in a pink bag within a metal trashcan in a shopping cart.

At the scene, Mourato made contact with the suspect, who is said to have acknowledged taking items from the store. She was then escorted to the store’s asset protection office.

An asset protection officer told Mourato that the woman had been observed concealing multiple clothing items, toys and candy items into a pair of bags and a trash can she selected from the sales floor. The woman was then observed proceeding to the self-checkout line, where she is said to have completed a transaction without paying for any of the concealed items. Those items, which were recovered, had a combined value of $343, according to Target staff.

Kerri L. Gibbons, 36, Seekonk, Massachusetts, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

LEAVING THE SCENE

On the afternoon of June 16, Officer Brian J. Holleran was alerted regarding a hit-and-run accident at the intersection of Warwick Avenue and West Shore Road. Dispatch advised that a red Ford Focus had left the scene.

Holleran located the vehicle near Exit 8 on Interstate 95 southbound and initiated a motor vehicle stop. Holleran reports that the operator told him she “thought the other vehicle hit her vehicle and started to drive away, so she decided to drive away too.” The officer observed damage to the vehicle’s front driver’s side fender, which was consisted with reports from the accident scene.

Dawn Carrasquillo, 39, 314A Church St., Wood River Junction, was arrested on charges of duty to stop for an accident/damage resulting to an attended vehicle and driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

SUSPENDED LICENSE

Just after 1:30 a.m. on June 16, Officer Johnathan B. DiPietro was on a fixed patrol in the area of 1565 Warwick Ave. when he observed a vehicle traveling north without its headlights or taillights on.

DiPietro followed the vehicle and initiated a motor vehicle stop in the area of Squantum Drive and Shady Oak Road. A subsequent records check found that the operator’s license was suspended, and that this would be his third such offense.

Frank A. Cardillo Jr., 48, 815 Sandy Lane, Apt. 114, Warwick, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for times when lights required.
