Police Log - 02/13/20

DUI

At approximately 4:19 p.m. on Jan. 29, officers Ryan Shibley Ben Bratko responded to the intersection of Warwick Avenue and Ninigret Street for a report of a possible overdose. Dispatch advised that an off-duty officer at the scene had observed a man passed out behind the wheel of a car.

When the officers arrived, Warwick Fire personnel were treating the man, who had been removed from the vehicle – described as a gray 2016 Volkswagen Jetta – and was sitting on a curb.

The off-duty officer told Bratko that he had been stopped in traffic behind the vehicle, which did not move when traffic began to move. After honking his horn several times, he checked on the operator’s well being and found the man was unconscious.

Bratko then made contact with the operator, who is said to have slurred his speech and exhibited glassy eyes. The officer also reports detecting the odor of an alcoholic beverage on the man’s breath.

The man is said to have acknowledged consuming alcohol earlier that day and agreed to undergo field sobriety testing, which reportedly indicated impairment. The man is said to have then agreed to submit to a preliminary breath test, which reportedly found his blood alcohol content to be above the legal limit.

Michael T. Plunkett, 28, Swanton, Vermont, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for process. While at headquarters, he is said to have agreed to submit to a chemical breath test, which reportedly found his blood alcohol content to be above the legal limit.

Plunkett was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence.

DUTY TO STOP

At approximately 6:41 p.m. on Feb. 7, Officer Kyle Fitzsimmons responded to the area of Post and Airport roads for a report of a hit-and-run accident. Dispatch advised that the suspect vehicle had last been seen heading south on Post Road with heavy front-end damage.

Fitzsimmons, who was traveling north on Jefferson Boulevard, observed a vehicle matching the description when he turned onto Coronado Road. He activated his cruiser’s emergency lights and pursued the vehicle as it traveled onto Jefferson Boulevard and then Quimby Street, where it parked in the driveway of a home.

“There was smoke coming from the front end of the vehicle and a significant amount of clutter blocking the view into the vehicle from the back window,” Fitzsimmons wrote in his report. “The operator was sitting low in his seat and he was not visible upon initial contact.”

Fitzsimmons reports he drew his firearm while another officer used a taser for cover. The operator of the vehicle was ordered to place his hands outside the vehicle and complied, at which point Fitzsimmons holstered his weapon and handcuffed the man.

Julio E. Rodas, 34, 64 Swan St., North Providence, was arrested on a charge of duty to stop for an accident, damage resulting to an attended vehicle, and transported to Warwick Police headquarters for processing. He was additionally cited for interval between vehicles and a laned roadway violation. He was held as a bail violator pending transportation to the Adult Correctional Institutions.

CONCEALMENT

Just after 10 a.m. on Oct. 25, 2019, Officer Thomas Greene responded to the Rent-A-Center at 1800 Post Road for a service call.

At the scene, an employee at the store told Greene that a man had rented two Samsung Galaxy cell phones valued at $828 and $757, respectively, on Sept. 3. The man had been accompanied by a woman identified as a co-customer on the rentals, according to the employee.

The employee said the man made an initial payment of roughly $96 and agreed to a rental through Sept. 14, with the items to be returned if the rental was not extended by that date. The phones were not returned by the agreed date and no additional payment was made, according to the employee, and multiple attempts to contact the man by phone and mail proved unsuccessful.

Greene confirmed the identity of the man through a records check, and a warrant was issued for his arrest on a charge of sale/concealment of leased property.

Just after 11 p.m. on Feb. 1, Officer Jordan Guyton and another officer responded to North Smithfield Police headquarters to take custody of Ahcheal A. Harris, 23, 42 Prospect St., Cranston, on the warrant.

Harris was transported to Warwick Police headquarters for processing and held pending an appearance before a bail commissioner.

LARCENY

At approximately 8:37 p.m. on Jan. 30, Officer Anthony D’Abrosca responded to Edge Fitness at 1350 Bald Hill Road for a report of larceny. Dispatch advised that a vehicle’s window had been smashed and items were stolen from inside.

At the scene, the reporting party told D’Abrosca that she had parked her vehicle – described as a 2012 Hyundai Veloster – on the side of the gym at approximately 7:45 p.m. that night. When she returned at roughly 8:35 p.m., she found the passenger-side window had been smashed. The woman said her wallet – which contained credit cards, cash, a driver’s license and gift cards – was missing from the vehicle.

D’Abrosca then met with another person who reported their vehicle had been broken into outside Edge Fitness. The reporting party told the officer that he had parked his vehicle – a 2017 Hyundai Sonata – between the gym and Party City at approximately 7:20 p.m. When he returned at about 8:45 p.m., he discovered the passenger-side window had been smashed and a laptop valued at approximately $1,200 was missing.

No security camera footage was immediately available for either incident. Both were documented.

Just after 3 p.m. on Feb. 4, Officer Jessica Masso responded to the Walmart at 650 Bald Hill Road for a report of larceny.

At the scene, the reporting party told Masso she had received $100 cash-back while making a purchase in a self-checkout line at the store several minutes earlier. After he exited the store and began to drive away, he realized he had forgotten the cash inside Walmart. He returned to the store but found the cash was gone.

Masso spoke with a manager at the store and reviewed security camera footage, which showed the suspect who entered the self-checkout lane after the reporting party. The matter was documented and forwarded to detectives.

DRIVING WITHOUT A LICENSE

Just before 9:30 p.m. on Feb. 4, Officer Anthony D’Abrosca was conducting a routine patrol on Centerville Road in the area of Cedar Pond Drive when he observed a 2003 Honda Civic in the lane next to him.

“I observed that the female operator was driving extremely cautiously, not wanting to drive in front of me,” the officer wrote in his report.

Through a records check, D’Abrosca found the vehicle’s registration was listed as canceled. He initiated a stop and made contact with the operator, who is said to have been unable to provide identification and initially given a false name.

According to the officer, once the operator was correctly identified, an additional records check found she did not have a driver’s license and had multiple previous convictions for driving without a license.

Glenis Rosario, 36, 821 Potters Ave., first floor, Providence, was arrested on a charge of driving without a license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

She was additionally cited for operating an unregistered vehicle, inspection sticker required and driving without insurance.
