ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Lincoln Avenue Pipeline Rehabilitation Contract 1, Bid No. 2023-427 will be received, by Purchasing Division , at the office of the Purchasing Division, until 11:00 am local time on Thursday, May 4, 2023, at which time the Bids received will be publicly opened and read. The Project consists of rehabilitating the existing 30-inch cast and ductile iron potable water mains via slip lining and open cut methods utilizing 24-inch PVC pipe, installation of valves and blow offs and all appurtenances thereto. The time to complete the project is 548 Calendar Days.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is the City of Warwick Purchasing Division via their website at http://www.warwickri.gov/bids and at the Purchasing Division, Warwick Municipal Annex, 65 Centerville Rd, Warwick, RI 02886, telephone 401-738-2013. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30 am and 4:30 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents also may be examined online at http://www.warwickri.gov/bids; the office of the City of Warwick Purchasing Division at Warwick Municipal Annex, 65 Centerville Road, Warwick, RI 02886, on Mondays through Fridays between the hours of 8:30 am and 4:30 pm.

Bidding Documents may be viewed and downloaded online with the Issuing Office at http://www.warwickri.gov/bids. Complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. Additionally, Bidding Documents may be downloaded online after registering at bidnetdirect.com/rhode-island/warwickri.

A pre-bid conference will be held at 11:00 am local time on Thursday, April 20, 2023 at the Warwick Municipal Annex, 65 Centerville Road, Meeting Room #2, Warwick, RI 02886. Attendance at the pre-bid conference is highly encouraged but is not mandatory.  A site visit will be conducted after the pre-bid conference.  All bidders who can not attend the site visit may contact Terry DiPetrillo at 401-738-2008 for an appointment.

A 5% Bid security shall be furnished in accordance with the Instructions to Bidders.

The project is being funded in part from the EPA’s Congressionally Directed Spending and Community Project Funding as a part of the Consolidated Appropriations Act.

Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 10% DBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (6100-2, 6100-3, 6100-4 and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this Section will be granted unless approved by the EPA. A list of certified DBEs can be found on the EPA OSDBU website at https://vpmdsweb.epa.gov/Vendors/list.

Federal Minimum Wage Rates as determined by the United Stated Department of Labor under the Davis-Bacon Act and prevailing wage rates as determined by Rhode Island General Law 37-13, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trade people who may be employed on the proposed work under this Contract.
