NARCOTICS ARREST

On March 11 the Johnston Police Department’s Detective Division executed a court-authorized search warrant at a residence on Lafayette Street in Johnston. During the search, investigators seized a variety of narcotics, including fentanyl, psilocybin, Adderall, and Xanax. In addition to the drugs, officers recovered a .40 caliber pistol equipped with a large-capacity feeding device and $6,880 in U.S. currency.

As a result of the investigation, 40-year-old Anthony Rubino of Johnston was arrested and charged with multiple offenses. These charges include three counts of possession with intent to deliver Schedule I/II narcotics, one count of possession with intent to deliver Schedule III/IV narcotics, one count of possession of a firearm while committing a controlled substance violation, one count of possession of a firearm while committing a crime of violence, and one count of possessing a prohibited large-capacity feeding device.

Rubino was arraigned in 3rd District Court on March 12 and was ordered held without bail.

STATE POLICE WARRANT

On February 27 at approximately 11 p.m. while parked in a lot on Killingly Street, officers observed a black Audi sedan traveling southbound with no registration plates. A traffic stop was then initiated and contact made with the driver, later identified as Jose Torres Torres, 25, of 90 Draper Street, Apt. 1F in Pawtucket.

Background checks on Torres Torres revealed an active warrant from the Rhode Island State Police stemming from charges of larceny over $1,500 and conspiracy. The Audi was also revealed to be unregistered.

Torres Torres was taken into custody and the car was towed from the scene. He was booked, processed, and later turned over to the State Police. Torres Torres was also issued a citation for display of plates and operation of an unregistered vehicle.

BENCH WARRANTS

At approximately 1:50 a.m. on February 28, officers responded to the Denny’s restaurant on Hartford Avenue in reference to an unruly male customer. At the scene, officers spoke with the party, later identified as Kenneth Faucher, 61, of 69 Carlson Drive in Cumberland, who stated that he had an issue with his coffee and got into a verbal argument with restaurant staff.

Officers then spoke with staff inside the restaurant, who claimed Faucher was upset about his coffee and became unruly. He was informed that if he did not calm down he would have to leave the premises. It was requested that a no-trespass order be placed of Faucher from the restaurant.

Background checks revealed thar Faucher had two outstanding bench warrants for willful trespass. He was then taken into custody and transported to police headquarters where he was processed without incident. He was then transported to the ACI for the warrant charges.

CRANSTON WARRANT

While on a fixed traffic post on Killingly Street on March 3 at approximately 10:30 a.m., officers observed a silver Toyota Camry pass with an operator not wearing their seat belt. A traffic stop was then initiated and contact made with the driver, identified as Michael Rougier, 44, of 52 Victor Avenue in Johnston.

Routine background checks revealed that Rougier had an active Cranston Police warrant for simple assault and disorderly contact. Rougier was taken into custody and transported to headquarters where he was photographed, processed, and later released to the Cranston Police Department. He was also issued a summons for operating a vehicle without a seat belt.

SHOPLIFTING

Officers responded to Burlington store located on Atwood Avenue on November 9, 2024 for a report of a shoplifting that had just occurred. Prior to police arrival, the suspect had fled the scene.

Officers met with store staff, who stated that they witnessed a male party pass all points of sale with a shopping cart full of merchandise with an estimated value of approximately $250.00. The suspect then entered a grey coupe and fled in an unknown direction. Store staff indicated they wished to pursue a criminal complaint should the be identified. The report was then forwarded to the Detective Division for investigation.

Following a review of video footage, a suspect was later identified as Kulh Lizarda, 36, of 20 Pezzullo Street in Johnston, and a warrant was issued for his arrest.

On March 5 at approximately 8:30 p.m., officers responded to the Pezzullo Street address in an attempt to locate Lizarda. Contact was eventually made and Lizarda was taken into custody on the outstanding warrant charge as well as three other active bench warrants. He was taken to police headquarters where he was held pending arraignment.
