DUI

Around 7:50 p.m., Sept. 7, Warwick Police Officer David M. Gaulin responded to Ross-Simons Jewelry Store, at 136 Lambert Lind Highway, to investigate a reported motor vehicle crash.

No injuries were reported and the involved vehicles had pulled off the roadway into the business parking lot.

A Toyota Rav 4 and a Nissan Altima were parked in the lot, with a man and a woman standing behind the Altima.

Both drivers said the vehicles were waiting to make a left onto Lambert Lind Highway, when the driver on the right veered into the vehicle in the left turning lane.

The driver of the car that allegedly caused the accident was identified as Kaitlyn E. Boutin, 31, of 9 Loxley Drive, Johnston. She told police she was on her way home from work and “thought there were two, left hand turn lanes,” according to the arrest report. “Boutin stated that she was turning left and must have gotten too close to (the other) vehicle.”

While collecting Boutin’s license, registration and proof of insurance, Gaulin wrote that he “observed Boutin’s eyes to be bloodshot and watery.”

“I also observed Boutin’s pupils appeared to be dilated,” he wrote in the report. “I detected the odor of an alcoholic beverage emanating from her person.”

Police said Boutin ultimately admitted to having “one glass of wine,” according to the report.

She was asked if she took any prescription medication, and she told police that she was prescribed Xanax and took about “one and a half” prior to driving, police said.

Boutin consented to a series of standardized field sobriety tests. Following the tests Boutin was arrested and charged with DUI. She was transported to the Warwick Police Headquarters where she submitted to a chemical test. The first breath sample allegedly registered a blood alcohol content level of 0.366, and the second sample, 0.333, and a third sample, 0.335, according to the arrest report.

Boutin was charged with one count of DUI of Liquor (0.15 or greater, first offense) and transported to “Kent Hospital for detox, where she was left in the care and custody of hospital staff,” according to police.

Boutin was also cited for a Manner of Turning at Intersection traffic offense.

STOLEN CATALYTIC CONVERTER

Around 9:21 a.m., Sept. 9, Warwick Police responded to 83 Gilbane St. for the report of a stolen catalytic converter.

An employee on the scene told police that he is an employee at Kapsch Traffic Communications, and around 9 a.m. he went to start the company vehicle and noticed that the battery was dead.

He jumped the battery and started the vehicle, a 2018 Ford E450 bucket truck, and heard a loud noise from underneath the vehicle, according to the incident report.

The last time the vehicle was used and in working condition was Aug. 3, according to the report.

The report was forwarded to the Warwick Police Detective Unit for further investigation.

DUI

At 2:10 a.m., Sept. 11, Warwick Police Officer Charles M. Walker was on routine patrol when he observed a red Toyota Corolla driving southbound in the left lane of Post Road, allegedly swerving and the driver and a passenger allegedly not wearing seatbelts.

“It is to be noted that while I was behind the vehicle, the operator slowed the vehicle down to 18 miles an hour in a 35 mile per hour zone,” Walker wrote in the arrest report.

Walker initiated a traffic stop.

The car pulled off Post Road onto Strawberry Field Road.

“Upon myself approaching the operator, I observed the operator to have red glossy and watery eyes, his face looked flushed and I could smell a moderate odor of alcohol emanating from his breath,” Walker wrote.

The driver was identified as Francisco Pablo, 38, of 221 Roosevelt St., Apt. 1, Providence. Pablo told Walker he was coming from his home in Providence. Neither he nor his passenger were wearing seatbelts.

After speaking to Pablo, Walker “learned that he had trouble speaking English,” so fluent Spanish-speaking officer was called to the scene.

Pablo consented to a series of standardized field sobriety tests. Following the tests, Walker “made the decision that (Pablo) was in fact operating a motor vehicle while under the influence of intoxicating liquor and/or drugs,” according to the arrest report. He was placed under arrest.

Pablo was cuffed and placed in the rear of Walker’s patrol car. A friend of Pablo’s came to the scene to drive the vehicle, and the passenger, home.

“I then went back to the rear of the patrol cruiser to speak to (Pablo),” Walker wrote. “(Pablo) advised me that he had urinated himself in the back of my patrol cruiser. I then advised (him) that we did not have another patrol cruiser to transport him in and that he would have to wait.”

Pablo was transported to Warwick Police Headquarters. He consented to taking a chemical breath test (the tests allegedly yielded results of 0.118 and 0.119). Pablo was charged with DUI of Liquor (0.10 to 0.15, first offense), Driving with Expired License or Without License (first offense), Laned Roadway Violation, and a No Seat Belt by the operator citation.
