Around 2:52 a.m., Nov. 5, Warwick Police responded to the report of a crash at 845 Post Road, in the Saccetti Insurance parking lot.

“The reporting party spoke with the male operator of the car involved in the accident before our arrival,” Warwick Police Officer Jackson A. Acciaioli wrote in the arrest report. “They informed dispatch that they believed him to be intoxicated.”

The caller told police he spotted a Honda Accord on top of a broken fire hydrant on the side of the road. He parked his truck to see if the driver was OK.

“He asked the operator how much he had to drink to which the operator replied ‘a lot,’” Acciaioli wrote.

Police identified the driver of the car that ran into the hydrant as Jeremy M. Montepeque, 23, of 128 Terrace Ave., Apt. 3, Cranston.

Police said Montepeque admitted to “drinking at All Stars on Airport Road and was on his way home” at the time of the crash.

Police asked Montepeque if he’d consent to a series of standardized field sobriety tests. He consented.

Following the tests, police arrested Montepeque “for suspicion of driving under the influence.”

He was handcuffed and transported to the Warwick Police Department. The Warwick Fire Department was notified of the damaged hydrant.

Montepeque declined a chemical breath test.

“He said he drank mostly beer but did have other drinks as well,” Acciaioli wrote. “He did not specify the amount of drinks he had. Montepeque also stated that after the bar closed he continued to drink beers in the parking lot. His last drink being at around (1:50 a.m.).”

Montepeque was charged with DUI of Liquor (BAC unknown, second offense), and issued citations for Refusal to Submit to a Chemical Test (first offense) and “multiple citations” for traffic violations, according to police.

Around 11:58 a.m., Nov. 23, Warwick Police conducting a “DUI rip tide patrol throughout the city of Warwick,” traveling south on Bald Hill Road, spotted a white Hyundai Elantra allegedly traveling north “at a high rate of speed.”

Police estimated the car was traveling 54 mph in a 35 mph zone.

When the vehicle passed the cruiser traveling in the opposite direction, officers turned around and started following the vehicle north on Bald Hill Road.

Police initiated a traffic stop near the intersection of Baker Street and East Avenue.

Warwick Police Officer Joseph P. DiIorio approached the vehicle.

He identified the driver as Christine L. Prefontaine, 52, of 110 Wakefield St., West Warwick.

“After making eye contact with me Christine then put her head down and rested it in her hands,” DiIorio wrote in the arrest report. “It hen opened the driver side door and asked Christine if she was okay.”

DiIorio said he noticed bloodshot eyes, “severely slurred speech” and a “strong odor of an alcoholic beverage emanating from her breath.”

Prefontaine told police she met a friend at Chili’s on Bald Hill Road for food and drinks.

Police asked Prefontaine if she’d consent to a series of standardized field sobriety tests. She consented.

Following the tests, police arrested Prefontaine for suspicion of driving under the influence.

She was handcuffed and transported to the Warwick Police Department. She consented to a chemical breath test, according to police.

Prefontaine was charged with DUI of Liquor (0.10 to 0.15 BAC, first offense). She was also issued a traffic citation for speeding.

Around 12:19 a.m., Nov. 26, Warwick Police “were conducting a DUI Riptide Enforcement Detail,” when patrols spotted a car stopped in the right hand lane of travel while running, along Post Road, near Baywood Street.

“I observed the vehicle to have two flat passenger side tires with significant damage to both rims and to be resting against the curb on Post Road,” Warwick Police Officer Connor R. Bemis wrote in the arrest report.

Bemis activated his emergency lights and made contact with the driver, whom he identified as Laura Mayorga, 40, of 62 Longmount St., Second Floor, Providence.

Bemis noted Mayorga had “bloodshot and watery eyes,” “slurred speech,” and he “detected a strong odor of an alcoholic beverage to be emanating from her breath.” Bemis also noted “multiple empty alcoholic beverages” by the driver’s feet in the vehicle.

Mayorga allegedly told Bemis, “This is why I don’t go out,” according to the arrest report. He asked her to step out fo the vehicle.

Bemis wrote that she was “heavily unsteady on her feet.”

Police asked Mayorga if she’d consent to a series of standardized field sobriety tests. She consented.

Following the tests, police arrested Mayorga for suspicion of driving under the influence.

She was handcuffed and transported to the Warwick Police Department. She refused to consent to a chemical breath test, according to police.

Mayorga was charged with DUI of Liquor (BAC unknown) and Refusal to Submit to a Chemical Test (first offense). She was also issued a traffic citation for Driving with a Suspended License (first offense).

At 9:07 p.m., Nov. 26, Warwick Police were driving east on Main Avenue near Gordon Lake Boulevard, when they spotted a black vehicle driving west, with “no head or tail lamps illuminated” and was “drifting over the center double yellow lane line.”


Police initiated a traffic stop.

The driver allegedly sped off and eventually veered onto the Interstate 95 south ramp. After pursuing the vehicle, the driver pulled over “prior to the exit 27B” on I-95 South.

“The vehicle stopped over the fog line while still in the lane of travel, and partially in the breakdown lane,” Warwick Police Officer Nicholas P. DeLuca wrote in the arrest report.

DeLuca spoke to the driver, and identified him as Brian A. McNeil, 60, of 113 Sheldon Road, Apt. 218, Griswold, Connecticut.

“I asked McNeil why he did not stop when I initiated my lights and sirens to which he just stared at me,” DeLuca wrote. “McNeil would look down into his lap and then slowly at me several times. He did not respond to my questions verbally.”

The driver had a sleepy demeanor, and DeLuca allegedly spotted “several empty Smirnoff nips in plain view in the passenger side of the vehicle, as well as several soda cans.”

After DeLuca asked the driver to turn his vehicle off and exit the vehicle, McNeil allegedly “stared at the keys in the ignition and did not comply.”

“Due to this behavior, I opened his driver’s side door and escorted McNeil out of the vehicle and to the rear end bumper,” DeLuca wrote. “When asked he stated he was coming from ballroom dancing class at The Dancing Feeling at 2429 Post Road in Warwick. He stated that he ‘drank some nips’ prior to the class beginning.”

Police asked McNeil if he’d consent to a series of standardized field sobriety tests. He refused, allegedly stating that he “knew he was over the legal limit,” according to police.

Police arrested McNeil for suspicion of driving under the influence. He was handcuffed and transported to the Warwick Police Department.

McNeil consented to a chemical breath test. Police said he blew two samples — one at BAC 0.192 and the second at 0.182. McNeil was subsequently charged with DUI of Liquor (BAC 0.15 or greater, first offense), and issued citations for Times When Lights Required, Turn Signal Required, and a Laned Roadway Violation, according to police.
