Warwick Police Log 08/06/20

CARRIED BY THE CURRENT

By the time firefighters and police arrived Saturday afternoon at Conimicut Point, a possible drowning had been averted by the quick response by a pleasure boater offshore who heard calls for help. According to Battalion Chief Thomas Brady two children, an adult and a teenager were in the water on the north side of Conimicut Point when the current carried them off.

Luis Camacho, the adult, told the Beacon he and the kids suddenly lost their footing and were being pulled offshore by the current. He said he yelled for help and a boat came to their assistance. He praised them for their rapid response and credited them for saving them.

When firefighters arrived, they launched a boat and transported those from the pleasure boat to shore. They also transported Angel Bueno to Kent Hospital after being treated at the scene.

According to the brief police report, “all involved were okay.”

DUI

At approximately 1:20 a.m. on July 19, Officer Oliver Pinheiro was conducting a routine patrol heading southbound on Bald Hill Road when he observed a 1999 GMC Yukon traveling south. The officer clocked the vehicle at 46 mph in a 35 mph zone. He also observed the vehicle change lanes without using its turn signal and cross over lane lines.

The vehicle then turned onto Centerville Road, again failing to use its turn signal. At that point, Pinheiro initiated a motor vehicle stop and made contact with the male operator, who was the Yukon’s sole occupant.

Pinheiro reports detecting a “strong odor of an alcoholic beverage” on the operator’s breath. The operator is also said to have exhibited bloodshot, watery eyes and slightly slurred his speech.

The operator is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly failed.

Nicholas L. Ruggiero, 32, 16 Atlantic Ave., West Warwick, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Ruggiero was later released into the custody of a sober adult and issued a summons to appear in Third Division District Court on a charge of driving under the influence. He was additionally cited for refusal to submit to a chemical test, speeding, turn signal required and leaving the lane of travel.

Shortly before 1 p.m. on July 25, Officer Kyle Fitzsimmons responded to the intersection of Rustic Way and Hutchinson Court for a report of a motor vehicle accident involving a bicycle.

At the scene, Fitzsimmons met with the operator of the bicycle, which was motorized with a gasoline engine mounted to its frame. The front wheel of the bicycle was warped. It had collided with a 2000 Chevrolet 2500 box truck.

Fitzsimmons reports that the operator of the bicycle was “leaning against a trash barrel and was swaying slightly.” He observed the man’s eyes to be “heavy and mildly bloodshot,” and he detected a “strong odor of alcohol” on the man’s breath.

The operator of the bicycle is said to have initially agreed to undergo field sobriety testing before refusing to continue part of the way through.

Richard E. Allen, 54, 690 Providence St., West Warwick, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, Allen is said to have agreed to a chemical breath test, which reportedly found his blood alcohol content to be significantly above the legal limit.

Allen was issued summonses to appear in Third Division District Court on charges of driving under the influence and driving with a suspended license, third or subsequent offense. He was initially held at Warwick Police headquarters.

At approximately 1:30 a.m. on July 25, Officer Cody Wild responded to the area of 1119 West Shore Road for a report of a single-vehicle accident. Dispatch advised the vehicle involved, described as a GMC SUV, had sustained heavy front-end damage and left the scene.

While traveling to the scene, Wild observed a vehicle matching the description heading west toward Hoxsie Four Corners. Wild initiated a motor vehicle stop and made contact with the male operator, who was the sole occupant of the vehicle.

Wild reports he detected the odor of alcohol on the operator’s breath. He also observed the operator’s eyes to be “bloodshot and watery.”

The operator is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly failed.

Lamarr M. Brown, 29, 231 Maple Ave., Apt. 501, Newport, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have agreed to a chemical breath test, which reportedly found his blood alcohol content to be significantly above the legal limit.

Brown was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of operating under the influence. He was additionally cited for operation of an unregistered motor vehicle and leaving the lane of travel.

At approximately 9:45 p.m., Officer Nicholas DeMarco was traveling east on Airport Road approaching Hoxsie Four Corners when he observed a 2008 Toyota Highlander turn right onto Warwick Avenue at a high rate of speed.

DeMarco followed the vehicle and observed it change lanes without a turn signal and cross over the fog line before returning to the lane of travel. At that point, he initiated a motor vehicle stop. He reports the vehicle struck the curb before coming to a complete stop.

DeMarco made contact with the vehicle’s female operator and male passenger. The operator is said to have exhibited bloodshot, watery eyes and slurred her speech. DeMarco also detected the odor of alcohol on the operator’s breath.

The operator is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which she reportedly failed.

Emily Peguero, 24, 109 Sumter St., Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While are headquarters, she is said to have refused a chemical breath test.

Peguero was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. She was additionally cited for refusal to submit to a chemical test, landed roadway violations and turn signal required.

SHOPLIFTING

Shortly after 2:30 a.m. on June 2, Officer Zachary Black responded to the Cumberland Farms at 3335 Post Road for a report of a shoplifting incident in progress. Dispatch advised that a male suspect had taken various items, concealed them in a backpack and fled the store on foot.

Officers checked the area in an effort to located the suspect but were unsuccessful. Cumberland Farms estimated the value of the stolen items at a combined $30.

Police were later able to review security camera footage from the store and identify a suspect. Based on that identification, police were able to provide a photo array of potential suspects for the review of a manager at the Cumberland Farms. That review produced a positive identification of the suspect, according to police, and an arrest warrant was issued for the suspect’s arrest on a charge of shoplifting.

At approximately 5:42 p.m. on July 27, officers Charles Austin and Michael Rocchio responded to Cranston Police headquarters to take custody of David E. Hopper, 29, 1271 Eddy St., Apt. 2, Providence, on the warrant.

Hopper was transported to Warwick Police headquarters for processing and later released with a summons to appear in Third Division District Court.

WARRANT

Shortly before 1 a.m. on July 23, Officer Oliver Pinheiro was conducting a check at Conimicut Point Park when he observed a 2017 Kia Sportage whose registered owner was known to be wanted on an active bench warrant issued from Third Division District Court.

Pinheiro searched the beach area of the park and identified the vehicle’s owner, who was lying on a towel with two other people drinking alcoholic beverages.

Jessica B. Young Graciano, 26, 372 Robinson St.., Apt. 14, Woonsocket, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. She was later transported to the Adult Correctional Institutions.
