DUI

Shortly after 2 a.m. on July 17, Officer Evan Brown received a report from dispatch that a Toyota Corolla traveling on Interstate 95 south had struck a guardrail. Reports indicated the vehicle had accelerated after the collision and was “now all over the highway going 75 mph.”

Brown, who was traveling on Bald Hill Road, headed to I-95 via East Avenue. He made visual contact with the Corolla, which he observed “swerve over multiple lanes of travel without utilizing a directional, then accelerate rapidly before braking hard.”

Brown activated his cruiser’s lights to initiate a stop. The Corolla did not immediately pull over, but it finally stopped near exit 10A.

The officer made contact with the male operator, who he observed “to have bloodshot, watery eyes and very slow and labored movements.” At one point, Brown reports, the operator indicated he thought he was in Boston. Additionally, a male passenger was “slumped over” in the front passenger seat, according to the officer.

Due to a language barrier, a bilingual officer was requested to respond to the scene. None were on duty in Warwick, so a Rhode Island State Police trooper responded to the scene.

Brown reports the operator, through the trooper, agreed to undergo field sobriety testing, which he reportedly failed.

Ervin Lima Vasquez, 21, 716 Pine St., Central Falls, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, Vasquez is said to have agreed to chemical breath testing, which reportedly found his blood alcohol content to be significantly above the legal limit.

Vasquez was later released into the custody of a sober adult with a summons to appear in Third Division District Court on charges of driving under the influence and driving without/expired license.

At approximately 9:30 p.m. on July 18, officers Jake Reddy and Tyler Stone responded to a motor vehicle accident in the area of Post Road and Earlham Way.

At the scene, the officers observed that a vehicle had struck a wall in front of Britney Custom Tailor, located at 1845 Post Road. The vehicle’s front end “was on top of the wall,” Reddy reports.

Reddy then made contact with the vehicle’s female operator, who indicated she did not require medical attention.

“As we were speaking with [the operator] at the vehicle, I could detect an overwhelming odor of alcohol emanating from inside of the vehicle,” Reddy reports. “I observed an open bottle of vodka on the floor of the driver’s side by the operator’s feet.”

Later, once the operator had been removed from the vehicle, Reddy reports she was “very unsteady on her feet” and had “bloodshot and glossy eyes.”

The operator is said to have agreed to undergo field sobriety testing, which she reportedly failed.

Olinda B. Jarvis, 72, 70 Lincoln Ave., Apt. 211, Cranston, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, she is said to have agreed to chemical breath testing, but Reddy reports she repeatedly failed to follow instructions during that process.

Jarvis was later transported to Kent Hospital for detox and issued a summons to appear in Third Division District Court on a charge of driving under the influence. She was additionally cited for refusal to submit to a chemical test, leaving the lane of travel and driving without insurance.

ASSAULT

Just before 7 a.m. on July 15, Officer Nathaniel Gray responded to the Masthead Apartments on Masthead Drive for a report of an assault that occurred following a road rage incident.

At the scene, Gray spoke with a man who said he had just been assaulted. According to the alleged victim, he had been traveling south on Post Road when a motorcycle began “following him too closely and tried to pass him on the left over the double yellow lines multiple times.”

The alleged victim said when he arrived at his work site on Masthead Drive, he was confronted by the operator of the motorcycle, who “proceeded to assault him, punching him multiple times.” The alleged victim also told police the alleged assailant “threw his head into the back of the trunk of his vehicle” and “threw him into” a coworker’s vehicle before “kicking him in the side and head while he was on the ground.”

The alleged assailant then left the scene, police were told, and the coworker of the alleged victim called police.

Gray reports he was then contacted by North Kingstown Police, who advised the alleged assailant had called their department to advise them of the incident. Officers responded to Circuit Drive in North Kingstown, where the alleged assailant met them.

The man reportedly acknowledged having tried to pass the alleged victim’s vehicle on the left, but claimed the vehicle’s operator had pushed him. After additionally questioning, Gray reports, the man acknowledged he “did in fact throw [the alleged victim] inside the side of [his coworker’s] vehicle, but he did not elaborate any further.”

Guissepe Delacruz, 39, 191 Grand Ave., Cranston, was arrested on charges of simple assault/battery and vandalism/malicious injury to property. He was transported to Warwick Police headquarters for processing and later released with a summons to appear in Third Division District Court.

WEAPONS CHARGE

At approximately 8:14 p.m. on July 7, Officer Timothy Lipka was on Post Road when he observed a Jeep Wrangler traveling at a high rate of speed in the area of the Radisson Hotel. Based on his visual observation, the officer estimated the vehicle was traveling 50 mph in a 35 mph.

“I also observed this vehicle swerve over the marked lanes heading to the Shell Gas station,” Lipka reports. “I then observed this vehicle leave the Shell Gas station and head back towards Post Road where I was able to get behind it and I observed the registration.”

Lipka followed the vehicle as it traveled onto the Airport Connector and attempted to initiate a stop, but the vehicle continued moving. He reports observing the male driver, through the side mirror and the open driver’s side window, “moving about inside of the vehicle,” which “started rocking side to side and swerving.” That activity and motion, he reports, “was consistent with … an operator moving about in the vehicle attempting to conceal weapons or illegal items.”

Lipka reports the Wrangler slowed but did not fully stop, and by this point it was “driving in the middle of both lanes swerving side to side.” Then, after a “slow roll” of approximately 200 feet, the vehicle came to a stop.

The officer reports he ordered the operator to put his hands out of the vehicle, and once another officer arrived to provide backup, the officer was ordered to exit the vehicle and taken into custody.

The operator had no weapons on his person, but Lipka reports that when the man asked police to retrieve his cell phone from the vehicle’s front seat, he observed a “black, rectangle shaped lockbox, consistent with one used for storing firearms.”

While that lockbox was empty, a further search of the vehicle – “based on [the operator’s] furtive movements within the vehicle, his failing to pull over immediately, and that he had a firearms safe in the front passenger seat floor board,” the officer writes – revealed a Glock 22 .40-caliber handgun in the glove box. The weapon was loaded with 14 rounds of ammunition, and its chamber was empty, the officer reports.

Daquan O. Hilton, 26, Lancaster, South Carolina, was arrested on a charge of license or permit required for carrying a pistol and driving with a suspended license, first offense, and transported to Warwick Police headquarters for processing. He was held pending a court appearance.

DUTY TO STOP

At approximately 6:45 p.m. on July 14, Officer Gian Micheletti was conducting a patrol at the Stop & Shop Plaza at 300 Quaker Lane when he observed Chevrolet pickup truck matching the description of a vehicle that had been involved in a hit-and-run accident on the Fourth of July.

Micheletti monitored the vehicle and requested backup. He and another officer then approached the truck – which was parked in an accessible space outside an empty building in plaza – and made contact with its operator.

The officers observed “heavy damage to both the front driver side fender and passenger fender” of the truck. The operator reportedly told the officers he had struck a wall several weeks prior.

Micheletti reports that after “several minutes” of talking with police, the operator acknowledged having been involved in an accident with another vehicle and leaving the scene.

Robert Robichaud, 58, 17 Wakefield St., West Warwick, was arrested on charges of duty to stop for an accident resulting in damage to an attended vehicle and operating with a suspended license, third or subsequent offense. He was transported to Warwick Police headquarters for processing and held pending a court appearance.

LIFEGUARD CHAIR STOLEN

Just after 1:30 p.m. on July 19, Officer Robert Canis-Langlais spoke with Holly Weber, the city’s recreation director, regarding a larceny complaint.

Weber told the officer that a lifeguard chair had been stolen from Oakland Beach sometime between 6 p.m. on July 18 and 10 a.m. on July 19. Lifeguards reporting for duty that morning had informed their supervisor the chair was missing. Weber estimated the chair’s value was between $800 and $1,200.

No witnesses or suspects were immediately identified. The matter was documented.

MISSING PLATES

Just after 7:30 p.m. on July 19, Officer Kyle Fitzsimmons responded to the Target Park parking lot on Post Road for a report of larceny.

At the scene, the reporting parties told Fitzsimmons they had parked their 2017 GMC Acadia at the location at approximately 7 a.m. on July 14. When they returned from a vacation on July 19, they found the vehicle’s front and rear registration plates had been taken.

No security camera footage was immediately available. The matter was documented.

Shortly before 8 p.m. on July 22, Officer Kevin Warren responded to a Flamingo Drive home for a report of a lost or stolen license plate.

At the scene, the reporting party told Warren she had parked her 1999 Ford Taurus at Target Park at approximately 5 a.m. on July 19. When she returned to the vehicle at around 5 p.m. on July 21, the vehicle’s rear license plate was missing.

The matter was documented.

SHOPLIFTING

Shortly after 6 p.m. on July 9, Officer Sara Goes and other officers responded to a shoplifting incident at the Macy’s at the Warwick Mall.

Dispatch advised two female suspects had taken more than $1,000 worth of merchandise before fleeing the area on foot. It was subsequently relayed that one of the suspects was in the custody of loss prevention personnel, while the second suspect remained on foot and had last been seen near the intersection of Lambert Lind Highway and Bald Hill Road. The second suspect was found and detained by police soon after.

Goes arrived at Macy’s and spoke with a loss prevention officer, who said he had been conducting routine security camera surveillance when he observed the two suspects “enter the store and immediately start selecting multiple clothing items at a time.” One of the women was wearing a long dress, under which was “some sort of bag or concealment object” that was used to hold the items.

When the women left the store without paying for the concealed items, they reportedly threw the concealed merchandise at an employee and fled on foot. Twenty-seven women’s clothing items with a combined value of roughly $2,655 were recovered.

Madalina Barbu, 29, and Doina Constantin, 31, both of Wrentham, Massachusetts, were each arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. Both were later released with a summons to appear in Third Division District Court. ***

Just after 1:30 p.m. on July 9, officers Nicholas DeLuca and Thomas Greene responded to the Walmart on Bald Hill Road for a report of shoplifting. At the scene, the officers found a female suspect in the custody of loss prevention personnel.

A loss prevention officer told police the suspect had been observed “under ringing items at the self checkout” before leaving the store with more than $315 worth of merchandise that had not been scanned and paid for. At that point, she was met by employees and escorted back inside.

Mecca R. Texeira, 25, 1184 Douglas Ave., Apt. 1, North Providence, was arrested on a charge of shoplifting and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court.

SUSPENDED LICENSE

At approximately 11:18 a.m. on July 10, Officer David Boardman was on patrol in a marked cruiser when he observed a 2015 Nissan Altima leave the parking lot of the Motel 6 on Jefferson Boulevard. The vehicle bore a Massachusetts inspection sticker and a Texas buyer plate, which had expired as of June. Additionally, the officer reports its male operator was not wearing a seat belt.

Boardman initiated a motor vehicle stop and made contact with the operator, who was found through a records check to a have a suspended or revoked license and “numerous” prior convictions for driving with a suspended license.

Jonathan Rasao, 30, 415 Friendship St., first floor, Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for operating an unregistered vehicle.

At approximately 11:49 p.m. on July 20, Officer Kyle Palmer was conducting a routine patrol in the area of Veterans Memorial Drive and Greenwich Avenue when he observed a 2007 Ford traveling through the rotary without its headlights on.

Palmer followed the vehicle and observed its operator turn on the headlights prior to the Toll Gate Road intersection. At that point, he initiated a stop.

Palmer made contact with the operator, who was found through a records check to have a suspended license and two prior convictions for driving with a suspended license. Additionally, the operator was wanted on an active bench warrant issued from Fourth Division District Court.

Eriq L. Sykes, 26, 37 Clyde St., West Warwick, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was additionally cited for times when lights required. He was later transported to the Adult Correctional Institutions to be held on the warrant pending a court appearance.
