DUI

Just before 12:30 a.m. on Sept. 6, Officer David Babcock and other officers responded to the Taco Bell at 877 Bald Hill Road for a report of two men asleep in a vehicle in the drive-thru line.

Officer Tyler Luiz arrived at the scene and found both men – the vehicle’s driver and sole passenger – still asleep in the vehicle.

Babcock then arrived and man contact with the operator of the vehicle, a 2021 Nissan Rogue.

“I observed two open containers of beer in the front seat cup holders as well as several open containers in the rear passenger seat compartment,” he reports.

Babcock reports the operator “displayed a flushed red face as well as watery, bloodshot eyes” and slurred his speech. He also detected a “moderate odor of alcohol” on the man’s breath.

The operator is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly failed.

Randolph J. Baker, 33, 8 Roberts Ave., Apt. N76, Cranston, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Baker was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was additionally cited for refusal to submit to a chemical test.

Shortly before 3:30 a.m. on Sept. 7, officers Nathaniel Gray and Paris Norwood responded to the Cumberland Farms at 87 West Natick Road for a report of a possible impaired driver. The vehicle, a white SUV later identified as a 2012 Chevrolet Equinox, was reportedly parked at a gas pump at the store.

The officers arrived at the scene and located the vehicle. Gray then found the vehicle’s male operator, who was its sole occupant, was asleep behind the wheel with the vehicle running.

“I also observed an empty Corona beer on the floor of the front passenger’s seat, as well as two unopened Corona beers on the floor in the rear passenger compartment,” Gray reports.

After multiple attempts, Gray reports he was able to wake the operator.

“I immediately detected a strong odor of an alcoholic beverage emanating from the vehicle … I also observed [the operator] to have slurred speech and watery/bloodshot eyes,” the officer reports.

The operator is said to have agreed to undergo field sobriety testing, which he reportedly failed.

Gerardo Guadalupe Rodriguez Garcia, 33, 112 Killingly St., Apt. 1, Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Rodriguez Garcia was charged with driving under the influence and cited for refusal to submit to a chemical breath test. He was held pending transportation to Third Division District Court for arraignment.

DRUG CHARGES

Shortly before 9:30 a.m. on Sept. 10, Officer David Boardman was conducting a routine patrol heading south on Jefferson Boulevard when he observed a northbound vehicle, described as a 2005 Hyundai Santa Fe, with no front license plate. The officer also reports the vehicle’s female operator was not wearing a seatbelt. After turning to get behind the vehicle, he observed a temporary plate, which was expired.

Boardman reports the vehicle “quickly” turned into the Mobil gas station without using a turn signal, at which point he activated his cruiser’s emergency lights and initiated a stop.

Boardman made contact with the operator, who he reports was “extremely anxious and moving around frantically in her seat.”

“While speaking with [the operator] I could detect the odor of marijuana, to which she said there was a small amount in the vehicle and that her and some friends had recently smoked in the car,” Boardman reports.

He continues: “While [the operator] kept frantically moving around in her seat, I could see that she was sitting on a small plastic baggie containing round, orange.”

According to Boardman, the operator attempted to conceal the pills – which she reportedly told police were Adderall – when she exited the vehicle. At that point, she was taken into custody.

Officers then conducted a search of the vehicle, which is said to have revealed “several other plastic bags in the center console and dash area containing suspected narcotic pills.” Boardman reports the pills were later identified as Adderall, clorazepate and MDMA/Ecstasy.

Brianna L. Delgado, 31, 14 Manilla St., North Providence, was arrested on one felony count of possession of a controlled substance and three misdemeanor counts of the same charge. She was transported to Warwick Police headquarters for processing.

LARCENY

Shortly before 1:30 p.m. on Aug. 22, Officer Brian Holleran responded to a West Shore Road apartment for a report of larceny.

At the scene, the reporting party told Holleran his Toyota Tacoma made a loud noise when it was started that morning. He then observed that a section of the exhaust pipe, believed to be the catalytic converter, had been cut out. The vehicle had been parked and left at approximately 7 p.m. the previous day, the reporting party said.

The matter was documented and forwarded to detectives.

At approximately 2:30 p.m. on Aug. 30, Officer Kyle Palmer responded to the Warwick Mall for a report of a stolen wallet.

Outside the JCPenney, Palmer made contact with the reporting party, who said she had dropped her wallet roughly 10 feet from her vehicle after leaving the store. As she put the bags she was carrying into her vehicle and turned to retrieve the wallet, another woman ran over, picked up the wallet, and then left in a black SUV.

The wallet was said to contain a driver’s license, two debit cards, roughly $10 in cash and an insurance card.

A review of security camera footage found that it did not capture the theft, Palmer reports. The matter was documented and forwarded to detectives.

ASSAULT

Shortly after 2 p.m. on Sept. 3, Capt. Robert Hart observed what he believed to be a minor motor vehicle accident in the area of Lincoln Park Cemetery on Post Road.

“He was able to meet with one of the operators, who advised that there was no motor vehicle accident that had taken place, and it was more of a road rage incident,” Officer David Boardman reports. “The subject advised that an assault had also taken place as a result of the incident.”

Boardman then arrived at the scene and met with two of the people involved in the incident, the driver and passenger in a 2007 Toyota Scion. The driver said he had been coming down an off ramp when the driver of a silver Nissan Rogue, upset that he was unable to pass the Toyota and another vehicle, “became agitated” and “began honking their horn and flipping them off.”

The driver of the Toyota said the Nissan “then pulled behind them and threw a water bottle at his vehicle.” The Toyota’s driver told Boardman he then exited his vehicle, approached the Nissan “and asked ‘what the [expletive] is their problem.”

At that point, the female passenger in the Nissan “threw her door open and hit me and then punched me through the window,” the Toyota’s driver told police. The man told Boardman that he responded, “I’m not above beating your ass,” leading another passenger in the Nissan to exit that vehicle. The man also said he saw a small child in the back seat of the Nissan.

The Nissan is said to have fled down Post Road following the incident. No license plate information was provided to police. The operator of the Toyota had no visible injuries, and his vehicle did not appear damaged.

The matter was documented.

SHOPLIFTING

At approximately 6:42 p.m. on Sept. 7, Officer Joseph DiIorio and other officers responded to the Walmart at 650 Bald Hill Road for a report of a shoplifting incident in progress. Dispatch then advised a male suspect was in the custody of loss prevention personnel.

At the scene, loss prevention employees told DiIorio the suspect had been observed placing six silver necklaces into his pockets before exiting the store without making any attempt to pay. He was then stopped and escorted to the loss prevention office. The necklaces, with a combined value of more than $540, were recovered.

Robert Florio, 57, 1155 Douglas Ave., Apt. 218, North Providence, was arrested on a charge of shoplifting more than $100, second offense, and transported to Warwick Police headquarters for processing. He was held pending an arraignment.

Just before 5:30 p.m. on Aug. 7, Officer Zachary Black responded to the Walmart at 650 Bald hill Road for a report of shoplifting. Dispatch advised that a female suspect was in the custody of loss prevention personnel.

At the scene, Walmart employees advised Black the suspect had left before his arrival. The employees said the suspect had been observed “under ringing” items at a self-checkout area – only scanning and paying for one item while taking multiple items. The suspect then exited the store without paying for the items that had not been scanned. At that point, she was met by employees and escorted back inside.

The employees said nearly $237 worth of merchandise was recovered before the suspect left the store. The suspect is also said to have provided the employees with a driver’s license, which allowed police to make a positive ID and issue a warrant for her arrest on a charge of shoplifting.

Just after 10:30 a.m. on Sept. 9, Officer David Boardman responded to the Best Western Hotel on Post Road to take custody of Elizabeth D. Green, 40, 25 Scott Ave., Warwick, on the warrant. Green was transported to police headquarters for processing and later released with a summons to appear in Third Division District Court.

SUSPENDED LICENSE

Just after 2 a.m. on Sept. 9, Officer Michael Maccarone was traveling north in the area of 1500 Bald Hill Road when he observed a southbound sedan with only one headlight working.

Maccarone turned around to follow the vehicle and conducted a check of its plates, which were found not to match. He then initiated a stop in the area of 700 Quaker Lane.

Maccarone reports that additional checks revealed the vehicle’s registration and the operator’s driver’s license were both suspended. The operator also had two previous convictions for driving with a suspended license.

Jeffrey A. Perez, 25, 31 Cold Spring Drive, West Warwick, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was later released with a summons to appear in Third Division District Court. He was additionally cited for improper use of registration or title certificate and operating a vehicle with a suspended registration.

WARRANTS

Just after 2:30 a.m. on Aug. 28, Officer David Gaulin responded to the area of 3451 Post Road for a report of a fire hydrant that had been struck by a vehicle. The vehicle involved was said to have continued driving south toward East Greenwich after the collision.

At the scene, Gaulin observed the fire hydrant on the ground and water flowing from its base. At witness told police that an SUV had struck the hydrant and gone onto a lawn in the area before reentering the roadway and driving away.

The witness also pointed out that the vehicle’s bumper had fallen off during the incident, and its registration plate remain attached.

East Greenwich Police then advised that the suspect vehicle was disabled at the intersection of King and Marlborough streets in their town. A records check by police found the vehicle’s operator was wanted on an active bench warrant issued from Third Division District Court. Additionally, the operator’s license was suspended.

Carlos R. Lizardi, 35, 131 Oakland Ave., Apt. 1, Providence, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. He was issued summonses to appear in Third Division District Court on charges of failure to stop for an accident resulting in damage and driving with a suspended license, third or subsequent offense.

Shortly before 9:30 p.m. on Sept. 4, officers Derek Hagopian and Jessica Masso responded to the Walgreens at 1560 Warwick Ave. for a report of an intoxicated person.

At the scene, the officers located the person in question in front of the store. Other customers were attempting to speak with him.

Masso then made contact with the man, who reportedly said he was trying to get to a Dunkin’ Donuts. A subsequent records check found the man was wanted on two active bench warrants issued from Sixth Division District Court.

Angel Ortiz Caraballo, 59, 460 Pine St., Providence, was taken into custody on the warrants and transported to Warwick Police headquarters for processing.
