SEX WITH MINOR

A New York man has pleaded guilty to charges of traveling to Rhode Island to engage in sexual activity with a 15-year-old boy.

Caleb Brown, 24, entered the plea before Judge Mary McElroy in U.S. District Court on Oct. 5, according to the office of U.S. Attorney Aaron Weisman and Warwick Police Chief Col. Rick Rathbun.

Brown is formally charged with traveling with intent to engage in illicit sexual conduct. Based on a plea agreement with prosecutors, he faces up to five years in prison. He is due to be sentenced Dec. 17.

According to prosecutors, police discovered Brown and a 15-year-old Warwick boy in the dugout of a baseball field in August 2019 after receiving a tip from a concerned citizen. That tip, authorities say, indicated “that a male was observed living in the dugout with what appeared to be a minor child.”

Brown and the boy are said to have attempted to flee when police arrived, and Brown initially gave authorities the false name “Clay Connors.”

The boy is said to have told police he met Brown online and had been seeing him for roughly six months.

“The youngster told police that he had been spending nights outside with Brown, while telling his parent’s he was staying at a friend’s house,” the statement from Weisman’s office reads.

It continues: “Prior to traveling to Rhode Island from Bronx, New York, by bus to meet up with the 15-year-old in July 2019, Brown and the victim engaged in sexually explicit online communications and exchanged sexually explicit images. Officers viewed a steady stream of intimate and sexually explicit text messages between Brown and the boy. The text messages also revealed discussions of where the two should meet and sleep, and Brown advising the youngster with ways to conceal the true nature of their relationship. For example, a text sent by Brown to the 15-year-old on August 8, 2019 read: ‘Just chill somewhere close. We need to come up with a code or protocol for this (expletive) cause I don’t want the whole town trying to figure us out.’”

According to authorities, Brown was also found to be in possession of 12 videos depicting himself engaged in sexual contact with the boy.

DUI

Shortly after 2:30 a.m. on Sept. 27, officers Michael Bailey and Tyler Mobrice were conducting an impaired driving enforcement detail in the area of the Post Road Extension rotary when they observed a vehicle – described as a 2005 Subaru Outback – traveling in the wrong direction on the rotary with its headlights off.

The officers initiated a motor vehicle stop and made contact with the operator, who is said to have shown signs of intoxication. Bailey reports he “immediately detected the odor of alcohol emanating from” the operator’s breath. “[The operator] was also speaking with mumbled speech and had bloodshot, watery eyes,” the officer reports.

The operator is said to have acknowledged consuming alcohol that night and agreed to undergo field sobriety testing, which he reported failed.

Lisandro M. Guevara Balladares, 40, 153 Cypress St., first floor, Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Guevara Balladares was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was additionally cited for refusal to submit to a chemical test, operating without headlights and driving the wrong way.

STOLEN VEHICLE RECOVERED

At approximately 9 a.m. on Sept. 29, Officer Matthew Caradimos was notified by another officer that a vehicle reported as stolen had been located at the Extended Stay America hotel on Metro Center Boulevard.

A records check confirmed the vehicle had been reported stolen out of Providence on Sept. 27. Caradimos reports officers maintained a presence at the location in the event anyone returned to the vehicle, but no one did.

Officers then approached the vehicle and found it to be locked and secured. “There was apparent damage on the front passenger bumper, scratches all over the vehicle, and a cracked windshield,” Caradimos reports.

Providence Police did not want the vehicle for processing, Caradimos reports, and it was later towed to a lot.

SUSPENDED/EXPIRED LICENSE

Just before 4:30 p.m. on Sept. 10, Officer Nia Pina responded to the area of Airport Road for a report of a motor vehicle accident. Three motorists had been involved in the crash, and another officer was speaking with two of the motorists when Pina arrived at the scene.

Pina made contact with the third motorist, who had been operating a 2007 Hyundai Sonata. The motorist is said to have told the officer she did not have a driver’s license and that her vehicle was neither registered nor insured. Pina then confirmed through a records check that the woman’s license was suspended and that she had at least two previous convictions for driving with a suspended license.

Daisy Martinez, 23, 206 Regent St., Apt. 3, Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. She was later released with a summons to appear in Third Division District Court. She was additionally cited for driving without insurance, operating a motor vehicle with a suspended registration and interval between lanes/following too close.

At approximately 8:46 a.m. on Sept. 23, Officer Aaron Steere was traveling north on Interstate 95 in the area of exit 14 when he observed a 2002 Buick without any license plates.

Steere initiated a motor vehicle stop just north of exit 15 and made contact with the operator, who was found through a records check to have a suspended license and at least two previous convictions for driving with a suspended license. A male passenger in the vehicle also had a suspended license. According to the officer, the operator said she had recently purchased the vehicle and was working to have it registered. The vehicle was also found to be uninsured.

Kristina Smith, 32 Harding St., Apt. 1R, West Warwick, was issued a summons to appear in Third Division District Court on a charge of driving with a suspended license, third or subsequent offense. She was additionally cited for operating an unregistered motor vehicle, driving without insurance and display of plates.

Smith arranged for herself and the male passenger to be picked up at the scene. She also made arrangements for the vehicle to be towed to her home. ***

Shortly before 9 p.m. on Sept. 24, Officer Walter Larson was conducting traffic enforcement in the area of Diamond Hill Road and Orient Street when he observed a Honda Accord go through a stop sign while traveling north on Diamond Hill Road.

Larson initiated a motor vehicle stop and made contact with the operated, who was found through a records check to have a suspended license and more than two prior convictions for driving with a suspended license.

Celeste S. Montervil, 33, 103 Yorkshire St., first floor, Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing, She was later released with a summons to appear in Third Division District Court.

Just after 3:30 p.m. on Sept. 25, Officer Anthony D’Abrosca responded to the area of 3445 Post Road for a report of a motor vehicle accident.

At the scene, D’Abrosca made contact with the operator of one of the vehicles involved, who said he had been read-ended while traveling north on Post Road. The vehicle was not damaged and the operator was uninjured.

D’Abrosca then spoke with the second operator, who was also uninjured and whose vehicle had no visible damage. The operator told the officer he did not have a driver’s license, which was confirmed through a records check. The check also revealed the man had two prior convictions for driving without a license and was wanted on an active arrest warrant issued from Providence Police.

Marcos Joel Gonzalez, 36, 16 Pumgansett St., third floor, Providence, was arrested on a charge of driving with a suspended license, third or subsequent offense, and transported to Warwick Police headquarters for processing. He was issued a summons to appear in Third Division District Court and transported to Providence Police headquarters. ***

Shortly before 9 a.m. on Sept. 30, Officer Jacob Elderkin was conducting a routine patrol in the area of Toll Gate and Bald Hill roads when he observed a vehicle with “numerous equipment violations,” including a cracked windshield obstructing the operator’s field of vision.

A records check through dispatch found the vehicle’s registered owner was wanted on an active bench warrant issued from Third Division District Court. Elderkin then initiated a motor vehicle stop and made contact with the operator, who was positively identified as the registered owner.

Stephen M. Stabile Jr., 22, 26 Saint James St., West Warwick, was taken into custody on the warrant and transported to Warwick Police headquarters for processing. He was additionally charged with driving with a suspended license, third or subsequent offense. He was then transported to Third Division District Court for arraignment.

LARCENY

At approximately 11:30 a.m. on Sept. 26, Officer Daniel O’Connell responded to an Earlham Way home for a report of larceny from a motor vehicle.

At the scene, the reporting party told O’Connell she had left her vehicle unlocked in her driveway at approximately 2 a.m. the previous night. When she returned in the morning, she “discovered that it had been entered and rummaged through,” the officer reports. Missing from the vehicle were a bottle of perfume, “miscellaneous costume jewelry” and a wallet containing three restaurant gift cards.

No suspects were immediately identified. The matter was documented.
