"Let's get things done" Hugh Fisher states. The goal/objective of this plan/program has good intentions but it's assistance to small RI businesses is not as immediate as it needs to be. First, workers need to be hired & pay RI income taxes. The funds from this program will be set aside & earmarked to these employers. Even if the program is established immediately upon RI GA enactment, income taxes paid by eligible new hires would be paid in 2016 for 2015. Would these credits be available to the employers in fiscal year 2017(7/1/16-6/30/17) or in 2017? I also have my doubts that even with funds set aside/earmarked, it won't stop the RI GA from raiding these funds to balance State deficits or use on other "pet" projects, based on past history of the RI GA.
