Rob, I'll be happy to clear this up for you although I don't see how you're so confused about it.

As you pointed out, RULE 20 States that "Any citizen of the City of Warwick may request to be heard on any DOCKETED resolution..."

"Docketed" Rob. "Docketed!" When a resolution is taken off one "docket" and put on a future one, it is no longer A "DOCKETED" resolution for this session. It is now "DOCKETED" for the future "docket". That's why it's called "docketed"!

And as for the Cushman comment, you said "The resolution did not allow for any public comment." Doesn't RULE 20 apply to the firefighters just as much as everyone else? Aren't they part of "any citizen"? I think they are. As Roger would say "You can't have it both ways."
