"...ecosystem-based management" Hmmmm. Does that mean that Environmental Police will actually check for fishing licenses this year? You know, the mandatory licenses that members of certain groups summarily ignore. Further, will the same Environmental Police make arrests when members of that same group are caught with multiple under-sized stripers, or would that be considered 'culturally insensitive'? Something tells me that there would be little need for an "ecosystem-based management" if existing laws were simply enforced.
