David Laplante stole thousands from the taxpayers. He did it openly, blatantly, and aggressively, as if he had someones permission. He even had the taxpayers pay for a fence around his home (you don't need a search warrant to see that). Phil Thornton wasn't possibly the first one to notice that, but he acted with zero-tolerance. He acted immediately. He acted decisively. At least in that one situation, you have to give him a lot of credit. No one before him had the courage to do what he did.
