Did you read the final SMMA report, I think the number was upwards of 275 million to just bring the schools up to code and keep them in usable condition. You could consolidate half the school population and still not have enough money. They recommended the city build a new school complex 1st, 2nd two middle/high schools , third close Vets for 1 yr and make the needed repairs. But first settle the contract. So I guess the mess and blame belongs to the SC , Adm. and lawyers. Yes the people had the right to be outraged because they never put forth a reasonable plan. Bottom line the city does not want to provide the type of facilities the students deserve. They have kicked the can for decades and now the bill is due.
