It is not illegal to use profanity in a letter. Whether the amount of letters can be considered a criminal act is also up for debate. While I don't condone the tone of the letters, there is free speech in this country. I'm not sure the police should be investigating someone getting vulgar letters. Vulgarity is not illegal.
