If drivers used their heads, they wouldn't attempt to exit or enter the lot from Eastbound traffic between 3-6PM...they need to think ahead, plot a route, and enter/exit Westbound- you can't expect to change others' behavior, so modify your own.
...or go somewhere else at that time if driving is such a challenge.
