As I see it, the Council is making a careful balance when it comes to spending the taxpayers money. Do they spend thousands of dollars repairing a truck or hundreds of thousands replacing it? I applaud the Council for their belt-tightening. Warwick taxpayers just can't afford "new" at this time. Neither can many of the taxpayers themselves.
