The Police Department, the Fire Department, the Municipal Employees all have budgets. Those budgets are monitored, adjusted, tweaked, and parts are renegotiated at every City Council meeting as needed, because the City Council is responsible to the 80,000 taxpayers that are paying the tab, and those departments are accountable and responsible to the City Council.

Our present City Council, in my opinion, is the best Warwick has ever had at "cutting taxes - cutting spending" and representing the best needs of the taxpayer.

The School Committee (SC) however, is NOT accountable to anyone. Warwick taxpayers give more than half of every tax dollar to the School Committee who has full control of how they spend it and are NOT accountable to ANYONE. NOT the City Council. NOT the parents of the students. NOT the teachers. NOT the taxpayers who have handed them over $160,000,000 a year, over one and a half BILLION DOLLARS since 2009. Therein lies the problem. Accountability is the solution. Accountability in general or, at least in each allocation request. For example, if the SC allowed for a "Clerk-of-the-Works" in their recent, $40 Million dollar bond request, I (and others) may support it. With "No accountability" I don't think it has a prayer of being accepted by the voters. I won't recommend it. I won't vote in favor of it and I don't know anyone else who will.
