Cat, believer, et al: I'm sure you're correct in "...the Chief is doing the same as the Mayor and using up his vacation time." That said, the Captain continues the awkward practice of doing his homework and speaking the uncomfortable truth. It's our local version of The Swamp. But since everyone has a brother, cousin, or in-law on the payroll no one wants to talk about it. And local pols avoid it like the plague. The Mass. State Police (has anyone followed this?) are absolute minor leaguers in comparison.
