I believe you are missing the entire point of the article and my comment. There is a PROCESS IN PLACE. There is a city ORDINANCE that dictates the process. A yard sale isn't in the ordinance therefore it is not an option. Hence why I stated, maybe the process needs to be reviewed. You can't fault the department for following the ordinance, now can you?
