This is not a contract 'misunderstanding'. I think RICO is the way to investigate here. The FD has been abusing sick time and OT for decades. They've never lived within their OT budget. How can 200 guys never use sick time? They should have covered their tracks better. Swaps are a way to keep this RICO act going.
